- Request for Information (RFI) CPP (Controllable Pitch Propeller) Sytems The United States Coast Guard Yard is requesting information for technical assistant for WLB 225 CPP and thruster work. The Coast Guard Yard is seeking sources which can provide the following support: Technical publication and associated drawings for Rolls Royce Naval Marine controllable pitch propeller and thruster systems aboard 225' WLBs do not include all necessary information to inspect these systems. Though mechanical damage is generally apparent during inspection, RRNM does not publish limits for typical mechanical measurements such as thrust, running clearance, run out, backlash, etc. As such, technical assistance is needed to give the customer the OEM's opinion and recommendation for these types of readings. As written in the specification (typical) the tech is required to be on site for all work involving these systems to: "Provide manufacturer's proprietary information, software, and tools pertinent to the equipment/system", and to "Assist with proper repair methods, and ensure compliance with manufacturer's procedures an standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system". Since these systems are not originally manufactured by RRNM, but by Bird-Johnson, responsible field level engineers with technical knowledge of the required and acceptable parameters for the WLB CPP and thruster systems would likely suffice as "Technical Representative" (should be able to document performance with this system during employment with Bird-Johnson). They would also need to possess the technical drawings/designs of these systems that are not available to the end user (US Coast Guard). Software and tools, as referenced above, are not applicable to this system, as the controls side of it are governed by an MPCMS scheme designed/assembled by TANO, and the only special tools required for service are already possessed by the government. Field service representatives with the requisite knowledge and documents to work on this system would likely have to provide the same workmanship guarantee that RRNM offers as these systems are CRITICAL to the operability of this class of ship. Any system casualty of CPP or thrusters makes the cutter ineffective at its primary mission. 1) Field service level technical assistance is required for inspection, maintenance, and repair of Bird-Johnson model 125/3 stay/FP thruster and model 102 controllable pitch propeller systems used aboard USCG 225WLB ships. 2) Technician must be able to provide information not available to the end user (US Coast Guard) about the design parameters for these systems, including but not limited to, acceptable ranges of back lash, clearance, thrust, wear, run out, and performance characteristics. This information is not available in technical publication provided to the government for these systems when the ships were built. 3) Technician must be able to advise on proper disassembly, inspection, reassembly, and repair methods for the model 125/3 stay/FP thruster and model 102 controllable pitch propeller system. 4) Technician must provide documented proof of experience in satisfactorily performing service on the model 125/3 stay/FP thruster and model 102 controllable pitch propeller systems. This information should be submitted to perform service for the US Coast Guard Yard. The U.S. Coast Guard Yard does not possess the manufacturer's technical information. engineering drawings, test procedures, or test equipment. Interested parties having the expertise and capabilities to meet any or all of the above requirements are invited to submit detailed information discussing their capabilities. Potential sources with the expertise and required capabilities tio provide these services can submit such data discussing the same in duplicate within 7 business days (COB on 05/07/2012 at 4pm EST) from the date of this announcement. This data must include sufficient information to allow the Coast Guard to evaluate the proposal relative to the above requirements. No cost or pricing data is required.
