- Description
- Naval Air Systems Command (NAVAIR) intends to issue an order under Basic Ordering Agreement (BOA) N00019-11-G-0003 to Bell Helicopter Textron, Inc. (BHTI) to improve the corrosion resistance on the Tail Rotor Gearbox Output Shaft (TR Shaft) for the United States Marine Corps AH-1W aircraft. The effort will include revisions to the TR Shaft drawing and modifications to Tail Rotor installation. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Bell Helicopter Textron is the only known company with the knowledge, data, and capability to meet the Government's needs. Note: The proposed contract action is for supplies or services which the Government intends to solicit and negotiate with only one source under authority for FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days (fifteen days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
