Description
The procurement is solicited as 100 percent Service-Disabled Veteran Owned Small Business set-aside. In order to be a responsive to the solicitation the contractor must have the certified veterans' enterprise (CVE) seal on their registration from www.vetBiz.gov. the time of submission of a proposal. The NAICS Code and size standard is 236220/$33,500,000 The Southeast Louisiana Veterans Healthcare Systems (SLVHCS) will be soliciting a Request for Proposal for the services of a design-build contractor to provide a complete design and for construction of a Community Resource and Referral Center (CRRC) in existing space on the first floor of the F Quadrant located at 1601 Perdido Street, New Orleans, Louisiana. The basement of the F Quadrant was flooded during the aftermath of the city-wide flooding caused by Hurricane Katrina in September 2005. The infrastructure to the building which was constructed as an 8-floor addition in 1982 was critically damaged and has not been repaired except for the installation of a new fire pump on the first floor and the repair and replacement of the fire alarm and sprinkler system throughout the building. A major portion of this project shall be focused on restoring the operation of this building by installing a new electrical distribution system, new heating, ventilation and air conditioning systems, new mechanical systems for water and sewer, new telecommunication system and other utility work necessary to meet Life Safety Code for building occupancy. Work also includes improvement of surrounding grounds and parking lots. The design-build (DB) contractor for this project shall provide all necessary investigation, design surveys, extensive verification of as-built conditions, construction drawings, specifications, cost estimates, phasing, total price inclusive of construction and design and estimated construction time - as required for a fully developed set of construction documents to renovate the first floor of F Quadrant for the CRRC Center. Upon VA approval of the design, the contractor shall execute the construction phase of the project, and provide all labor, materials, equipment and supervision to complete the project in accordance with the approved plans, specifications, and phasing schedule. In accordance with VAAR 836.204, the magnitudes of this project this between $5,000,000 and $10,000,000. Bid Guarantee is required for this solicitation in the amount of $20 percent of the offered construction price or $3,000,000 whichever is less. The issue date of the solicitation package is anticipated to be available for download from this site on or before May 9, 2012. Proposals shall address the evaluation criteria as defined the solicitation. Evaluation factors will be fully defined in the published solicitation. The SLVHCS will select the offer that represent the best value to the Government by using the Source Selection process of Federal Acquisition Regulation (FAR) Part 15. The evaluation will consider the offeror's capability through the examination of SF 330's as well as other relevant responses to the evaluation factors or sub-factors for both the A/E and the construction firm. The pre-proposal conference will be held on May 15, 2012, 10:00AM., CST at 1601 Perdido Street, Room 3H112B, New Orleans, Louisiana 70114. The SLVHCS expects all interested offerors to attend the site visit and strongly urges that all any subcontractors/consultants are in attendance. A firm cutoff date for offeror's questions is May 30, 2012, 4:00PM. It is our intent to award a contract prior to August 30, 2012. Although discussions may become necessary, it is our intent to award without discussions. Therefore, proposals submitted in response must be complete and represent the contractor's best offer.
