- The Department of Veterans Affairs, Network Contracting Office (NCO) 20, has a requirement to establish a Multiple Award Task Order Contract (MATOC) for Design-Build, general construction, renovation, maintenance and minor repair services for Eastern Washington and Idaho. Work will primarily support the VA Medical Centers located in Spokane and Walla Walla, Washington and Boise, Idaho, and on a case-by-case basis other locations within VISN 20 as designated by a Contracting Officer. The target number of Indefinite Delivery-Indefinite Quantity (IDIQ) contracts resulting from the upcoming solicitation is nine to fourteen. Each contract will include a base year and four one-year option periods. The maximum ordering amount of an individual task order is $4,500,000 with a minimum ordering amount of $2,000. The total amount of all orders placed against all contracts awarded shall not exceed $50 million over the life of the contract including option years. Task orders will be issued on a competitive basis to the awardees of this solicitation at the Government's option. Task orders will be firm-fixed price. The North American Industry Classification System (NAICS) Code is 236220 with a size standard of $33.5 million. A concern is considered a small business if its average annual revenue for the last three years is less than $33.5 million. This requirement is 100% set aside for small business concerns. The Government intends to award nine to fourteen IDIQ contracts among the following small business categories: (a) four to six contracts to CVE Certified Service-Disabled Veteran-Owned Small Business (SDVOSB); (b) two to three contracts to CVE Certified Veteran-Owned Small Business (VOSB); (c) one to two contracts to Women-Owned Small Business (WOSB); (d) one to two contracts to HUBZONE Small Business; and (e) one contract to an 8(a) program Small Business. The solicitation will be available for download no earlier than 15 days following the posting of this synopsis. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the Fed Biz Opps website, http://www.fbo.gov. The proposal due date will be noted on the solicitation at the time of issue.
