Description
This synopsis is for the purpose of a pre-solicitation notification only. In accordance with FAR Part 12, Commercial Items, a TOTAL SMALL BUSINESS SET-ASIDE SOLICITATION will be issued by the U.S. Environmental Protection Agency (EPA) to provide technical software development support for the continuing implementation of the MOVES (Motor Vehicle Emissions Simulator) computer model development (including expanding MOVES to model the air emissions of NONROAD (a model used to estimate the air pollutant emissions of mobile off-highway vehicles and equipment) aircraft, locomotives, rail road, watercraft) and for additional elaboration of the National Mobile Inventory Model (NMIM) (a transition product incorporating both MOBILE6 and NONROAD that is used to estimate emission inventories of counties within the United States) model at the EPA's, Office of Transportation and Air Quality (OTAQ), Assessment and Standards Division (ASD), Ann Arbor, Michigan. The contractor shall provide technical support in the following areas: 1) Advise EPA/OTAQ and develop tools regarding the further evolution of the current software development "infrastructure" to meet the needs of the MOVES project as it progresses; 2) Work with EPA to produce and update software designs and releases for MOVES and NMIM, similar to those already available; 3) Use the MOVES design and the software development infrastructure to produce, update, and test implementations of MOVES and NMIM; 4) Advise, assist and provide training to OTAQ staff regarding software development tools and methods; 5) Support running, testing and bug-fixing the existing MOVES and NMIM applications; and 6) Complete and provide EPA with the documents of MOVES and NMIM software design, development and implementation. The applicable NAICS code is 541511 - Custom Computer Programming Services; the size standard is $25.5M dollars. The contract will be in the form of an Indefinite Delivery/Indefinite Quantity type contract with subsequent task orders issued. The contract period of performance is expected to be for five (5) years from date of award. The exact amount of technical support required from the contractor is not precisely known in advance. The contractor shall vary the level of support throughout the performance period as required by the task orders issued. EPA estimates that the amount of technical support will average around 25 hours per week per year. Contract award will be made based on a "Best Value" evaluation scheme. This is a total small business set-aside. All prospective offerors are required to be registered in the Central Contractor Registration system in order to be eligible for contract award. It is anticipated that the complete solicitation will be posted on or about May 10, 2012 on the EPA Cincinnati Procurement Division website at http://www.epa.gov/oam/cinn_cmd/. It is the responsibility of prospective offerors to monitor the EPA website for changes or updates. No hard copies will be available.
