Description
This is a combined synopsis / solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N62786-12-T-0003 applies. Proposals must be received by 12:00 p.m. EST on Thursday, May 24, 2012 to be considered. The RFQ-incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58 and DFARS Change Notice (DCN) 20120330. Supervisor of Shipbuilding, Bath, Maine intends to award a firm-fixed price contract in accordance with FAR 13.302. This requirement is set-aside for all categories of small business to include 8(a), HubZone, Veteran-Owned, Woman-Owned Small Business, etc, and only qualified offerors may submit bids. The proposed acquisition is being processed utilizing Simplified Acquisition Procedures on a competitive basis. It is anticipated that award will take place on or before June 1, 2012. The North American Industry Classification System Code (NAICS) is 336611 with a small business size standard of 1,000 employees. SUPSHIP Bath has a requirement to contract for the following items: CLIN 0001: Overhaul / Upgrade of Dive Boat Mod LCM6 (DB-). Work includes, but is not limited to, SubCLIN 0001AA standard hazardous waste control; SubCLIN 0001AB U/W hull inspection and repair; SubCLIN 0001AC (Option Item) bridge deck extension; SubCLIN 0001AD rubber fendering modification; SubCLIN 0001AE exterior surface preservation; SubCLIN 0001AF U/W hull and freeboard preservation; SubCLIN 0001AG nonskid replacement; SubCLIN 0001AH towing service; SubCLIN 0001AJ cleaning and pumping. Offerors must submit offers for each item to include the option item to be considered. Each item is to be bid separately. Special notice: Due to the unique nature of the Dive Boat, it must be secured to a barge to facilitate transport. The Government will convey, block and secure the Dive Boat to a barge at the Naval Shipyard prior to towboat arrival. It is anticipated that Dive Boat work will be accomplished with the Dive Boat secured to the barge on which it is transported. Should the contractor choose an alternative approach to lift or dock the Dive Boat, a written plan shall be submitted with the contractor ™s bid. Contract award will be contingent upon approval of the proposed plan. A Ship check at PNSY prior to bid is highly recommended due to the uniqueness of Dive Boat. The Government intends to award to the vendor whose quote represents the best value to the Government, price and other factors considered (technical capability and past performance are approximately equal to cost or price). Vendors must provide valid Commercial and Government Entity (CAGE) Code, DUNs number and Tax ID number. To be eligible for award, you must be within 150 mile radius of Portsmouth Naval Shipyard in Portsmouth, NH and you must properly register in the Central Contractor Registry (CCR) at www.ccr.gov.
