Description
This is a SOURCES SOUGHT NOTICE for market research purposes. THIS IS NOT A REQUEST FOR QUOTATIONS The proposed acquisition is for the purchase of parts and service call for ONE (1) existing PANalytical Mode PW2404 x-ray spectrometer. The Analytical Chemistry Division of the National Institute of Standards and Technology (NIST) Materials Measurement Laboratory has the mission of promoting U.S. innovation and industrial competitiveness in the development and use of materials by advancing measurement science, standards, and technology. It is essential that the X-ray spectrometer remain functioning to help meet the mission of the Analytical Chemistry Division at NIST. The Analytical Chemistry Division owns the following PANalytical X-ray Spectrometer: PANalytical Model PW2404, X-ray spectrometer (S/N DY664.4); Service Type F296H5DL. The anticipated procurement will require any Contractor to provide a Generator part # 532278502921,a Replacement Kit part # 532278501871 and a service call for the X-ray spectrometer. At a minimum, the service call will be required to include one on-site visit for installation of parts for the X-ray spectrometer. The service call shall be conducted in accordance with the original manufacturer's requirements. Service calls to repair and install the Generator and Replacement Kit on the X-ray Spectrometer. At a minimum, the service call will require a response to the service call within 48 hours, of obtaining PANalytical replacement parts, and a ninety day (90) warranty on all replacement parts. The Contractor/service engineer must be authorized to perform service calls on PANalytical X-ray spectrometer. All parts shall be approved for use with the instrument by PANalytical. The Contractor shall only employ tools, instruments, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to at all times. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, with a size standard of $19.0M or less. Please include your company's size classification in any response to this notice. If two or more small businesses are identified, we will consider a set-aside. Companies that are authorized to service PANalytical X-ray spectrometer, meeting the above requirements, are requested to email product literature and a letter identifying which PANalytical system they are authorized to service to lisa.lovelace@nist.gov no later than the response date for this sources sought notice. The letter shall include any information relevant to your capabilities. Also, the following information is requested as part of the response to this sources sought notice: 1. Name and size of the company that manufactures the parts for which specifications are provided. 2. Name of the company(ies) that are authorized to sell the parts, their addresses, and a point of contact for the company (name, phone number, fax number, and email address). 3. Indication of the number of days after the receipt of the order that is typical for delivery of such part. 4. Indication of whether each part for which specifications are sent to lisa.lovelace@nist.gov is currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the government should consider in finalizing its market research.
