Description
The Specialty Center Acquisition NAVFAC (SCAN) is conducting market research to determine the interest and capability of industry vendors to provide the design, procurement, installation, integration, testing, and initial training for AT/FP hardware and software for the Regional Dispatch Center (RDC) at Naval Station Norfolk, Virginia. AT/FP Ashore systems/equipment is defined as equipment and/or systems that facilitate the detection, delay, deterrence, assessment, and response to terrorist events. This is a sources sought synopsis with the intent to identify potential qualified 8(a), Small Disadvantaged Businesses (SDB), Historically Underutilized Business Zone (HUBZone), Service Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Small Business (SB) offerors. Naval Facilities Engineering Service Center (NFESC) and SCAN will use the responses to this sources sought synopsis to make appropriate acquisition decisions for the planned contract. This Sources Sought announcement is a market survey for written information only. This is not a solicitation announcement for proposal, and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted. After review of the responses submitted regarding this potential acquisition, a solicitation announcement will be published in the Navy Electronic Commerce Online (NECO) and in the Federal Business Opportunities (FEDBIZOPPS) website, if the Government intends to continue with the procurement. The Regional Dispatch Center (RDC) command facility is the hub for all emergency communications between Navy citizens and the First Responders in a Navy Region. The term RDC is intended to address the overarching RDC capability and all related subsystems within the RDC Family of Systems (FoS), to include, but not limited to, the Navy Emergency Response Management System (NERMS): Computer Aided Dispatch (CAD), Alarm Monitoring Automation System (AMAS), Records Management System (RMS), Mobile Data Computers (MDC), Geographic Information System (GIS), and the Emergency Call Management System (ECMS). The scope of this contract is to acquire services for the design, procurement, installation, integration, testing, and initial training AT/FP hardware and software for the RDC. Major work elements for this effort include: Systems Engineering and Planning, Design, Equipment Selection, and Procurement Equipment Installation, Integration, and Testing System Manuals and Technical Documentation as Required Contract Support and Data Requirements CONTRACTOR'S CAPABILITIES STATEMENT In order to improve our understanding of market capabilities and identify qualified vendors that are capable of providing design, procurement, installation, integration and initial training for AT/FP hardware and software for the RDC, contractors are requested to provide a narrative description identifying their firm's capabilities with examples of current and/or past experiences in providing similar and/or same services with other Federal Agencies or commercial entities as outlined in attachment (1) Sources Sought Information Form. SUBMISSION OF INFORMATION The information requested in support of the Capabilities Statement must be submitted in writing. The information requested shall not exceed ten (10) pages. Please use the attached Sources Sought Information form (Attachment 1) when submitting responses to the sources sought notice. Responses to this Sources Sought Notice must be submitted to the SCAN via electronic mail to mica.paulson@navy.mil no later than 1400 PST, May 23, 2012. Responses not received by the closing date and time may not be considered or evaluated by this office.
