Description
NASA/KSC has a requirement for services to support an on-going NASA-funded researchproject to develop an alternative hydrazine and monomethylhydrazine (MMH) waste treatmenttechnology.NASA/KSC intends to acquire these services from New Mexico Highlands University (NMHU).This acquisition is a follow-on for the continued development of NMHUs expertise withnuclear isotope chemical processes and measurements using nuclear magnetic resonancetechniques. NMHU is uniquely qualified to provide the research services as they are theassignee of United States Patent 7,074,959 B2 Methods and Systems for RemediatingHydrazine-Contaminated Equipment and/or Surfaces, which is the basis for the proposedwork. KSC wants NMHU to continue building on their patented process for the purpose ofdeveloping an alternative hydrazine and MMH waste treatment technology which has thepotential of eliminating hazardous waste disposal shipments and costs for NASA and otherswho use hydrazine or MMH in their operations.The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 9, 2012. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
