- NASA Dryden Flight Research Center (DFRC) has a requirement to upgrade theInstructor Operating System (IOS) on the 747-200 #2 Full Flight Simulator (FFS) FederalAviation Administration (FAA) identification number 29. The performance work statement isattached titled: Performance Work Statement for 747 Flight Simulator Instructor OperatingSystem Upgrade. NASA/DFRC intends to purchase the services from United Airlines (UAL) because the IOS iscurrently located at UAL's training facility in Denver, Colorado. Operations andMaintenance (O&M) for the IOS is being provided by UAL under a separate NASA facilitylease and maintenance contract NND11AQ62P. UAL's technical and maintenance staff are alltrained and certified to service simulator. UAL is uniquely and intimately familiar withthe proposed IOS upgrade. Purchase of any other vendor services acquired in a competitiveprocurement would require additional non-recurring engineering (NRE), integration, andtest support services, in order to make the upgrade. Additionally, using another vendorwould require negotiating access to the facility which is proprietorial. Also, usingother than UAL services would lead to scheduling conflicts and delay in conductingrequired flight crew training. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Jenny Staggs at jenny.y.staggs@nas.gov not later than 4:00 p.m. PDTon May 8, 2012. Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All questions regarding this synoposis will need to be submitted in writing to JennyStaggs not later than 4:00 p.m. PDT on Tuesday, May 1, 2012 All responsible sources may submit an offer which shall be considered by the agency.An ombudsman has been appointed - See NASA Specific Note 'B'.
