- The Department of Veterans Affairs (VA), Louis A. Johnson Veterans Affairs Medical Center (VAMC) Clarksburg, WV intends to issue a Request for Proposal (RFP) to award a single, firm fixed price contract for Construction Services. This project consists of the contractor providing all labor, materials, equipment, permits, transportation and supervision necessary for the construction services for Project Number 540-CSI-201 "Community Building for Resident Rehabilitation/Treatment Program" at the VA Medical Center in Clarksburg, WV 26301 in accordance with the solicitation documents, specifications and drawings. It is the intention of the VA to acquire construction period services to completely prepare site for building operations, including furnishing labor and materials and perform work for the construction of the new building addition at the Clarksburg VA Medical Center as required by the drawings and specifications. All finished construction must meet all VA specifications and design guide requirements. The contractor shall be responsible for the verification of existing site conditions that may affect all work. Contractor shall obtain within 60 days of notice of award a current WV Contractor's License as required by the State of West Virginia. Performance period is 365 calendar days from receipt of the Notice to Proceed. The solicitation will be available approximately fifteen (15) calendar days from the date of publication of this announcement. The solicitation, specifications, drawings, and attachments will be available at http://www.fedbizopps.gov. Amendments to the solicitation will also be posted on this website. All respondents must be registered in CCR data base, see http://www.ccr.gov and complete online Representations and Certifications at http://orca.bpn.gov along with Vets 100 at http://vets.dol.gov/vets100 /. Bidders must be registered in vetbiz at http://vetbiz.gov/. All parties must obtain amendments to the solicitation through the web site. Hard copies will not be mailed. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a "Request for Proposal" (RFP) conducted in accordance with FAR Parts 15, 19 and 36 and be evaluated in accordance with the procedures therein. This project is being solicited in accordance with FAR Subpart 19 and PL 109-461, award under this solicitation will be made on a competitive basis utilizing a cascading method, first to an eligible Service Disabled Veteran Owned business (SDVOSB) concern that submits a responsive offer, provided that pricing can be determined fair and reasonable and that there is adequate competition among such offerors on the basis of lowest price. If there is inadequate competition or if responses are determined not to be fair and reasonable for award to a SDVOSB concern, award will be made competitively to an eligible Veteran Owned Small Business (VOSB) concern. If there is inadequate competition or if responses are determined not to be fair and reasonable for award to a VOSB concern, award will be made competitively to an 8a or HubZone small business concern. If there is inadequate competition or if responses are determined not to be fair and reasonable for award to an 8a or HubZone concern, award will be made competitively to a small business concern IAW FAR 19.5. If there is inadequate competition or if responses are determined not to be fair and reasonable for award to a small business concern, award will be made on the basis of full and open competition considering all responsive offers submitted by responsible business concerns. The North American Classification System (NAICS) Code for this procurement is 236220, with a small business size standard of $33.5 million annual receipts for the past three (3) years. The cost range is between $2,000,000.00 and $5,000,000.00. The solicitation package, amendments, and site visit minutes will be issued by way of FedBizOpps website only. Solicitation Issue Date will be on or about May 9, 2012. A pre-bid conference/site visit will be conducted for this solicitation on May 17th, 2012 at 1:00 p.m. It is requested that participating contractors meet in the main building of the Medical Center, 4th Floor Room 488 not earlier than ten minutes prior to the scheduled start time, at the VA Medical Center, 1 Medical Center Drive, Clarksburg, WV 26301. All questions regarding this solicitation must be submitted in writing by email to Rebecca.besten@va.gov. All questions pertaining to this solicitation must be received in writing no later than 4:00 p.m. on May 25th, 2012, no telephone request will be honored. Based on tentative solicitation release date, proposal must be received and acknowledged by a member of the Contracting Department, located at 513 Rosebud Plaza, Clarksburg, WV 26301 no later than 4:00 p.m. on June 8th, 2012. All responses to questions will be posted to the web site. A firm fixed price contract will be awarded as a result of this solicitation based on the availability of funds. It is the responsibility of the contractor to frequently check the web site for all notices, amendments, etc regarding this solicitation. The government will not be responsible for any notifications not sent or received by contractors regarding this solicitation.
