- REQUEST FOR INFORMATION FEDBIZOPPS Provision A-2 (Solicitation for Information or Planning Purposes (March 2006)) The Postal Service does not intend to award a contract on the basis of this Request for Information nor pay for the information solicited. The information below provides a general description of the requirements that will be set forth in the RFP's Statements of Work (SOWs). The final Statements of Objectives will be part of a potential RFP issued to suppliers. This notice is issued for the purpose of seeking information about fleet management fueling solutions for USPS Highway Contract Route (HCR) and Postal Owned Vehicles (POV). The USPS is requesting information from suppliers capable of providing fleet management fueling solutions. The USPS operates one of the world’s largest vehicle fleets with an estimated yearly spend of $950M using approximately 285,000 fuel cards. Fuel is purchased in the 50 states, Puerto Rico, and other United States Territories. POV’s are located at over 8000 locations and fuel on average every 1-3 days. HCR’s fuel 1-2 times per day and conduct approximately 1.4M transactions yearly. Concurrently, USPS uses 70 bulk fueling locations where cards are used to track fuel transactions only, not to pay for those purchases. The internally developed and maintained USPS FAMS system receives invoices and reconciliation information and makes payments via Electronic Data Interchange (EDI) data transmission protocols. FAMS contains two internal processing systems; eFleet for postal owned vehicles and eFuel for HCR vehicle purchases. Please address the following in your response: 1.Provide USPS with a brief overview of the company, capabilities & core competencies for the above services. 2.Demonstrate compliance with Payment Card Industry (PCI) and Sarbanes-Oxley Act (SOX) requirements. 3.The supplier must have the ability to support a national network of locations. The supplier must demonstrate an ability to support either the internal USPS fleet fueling functions, which include, but not limited to: approximately 32,000 Post Offices located throughout the country, the U.S. territories, and military installations; the HCR fueling network, or both networks and systems.. 4.The supplier must have the resources to perform the work. 5.The supplier must have the ability to meet contract start dates and phase-in (implementation) and delivery timelines. Contract start date is estimated to be 12/1/2012 with a 7-8 month implementation period. 6.The supplier must use a documented and acceptable quality management system to monitor and measure its performance against contract requirements. 7.The supplier must have a demonstrated record of forecasting accuracy, continuous improvement, innovation, containing/reducing costs, and a customer-centric focus. 8.The supplier must demonstrate their ability to use industry best practices to reduce fraud and misuse through effective controls, providing quality services the most efficient way possible and providing the best value to the USPS. 9.The supplier must demonstrate the ability to seamlessly interface with the USPS FAMS module desired; eFleet, eFuel, or both at no cost to the USPS. All transaction information must be transmitted electronically. 10. The supplier must demonstrate the ability to assist USPS in supporting the Postal Preferred Fueling Network (PFN).
