Description
Draft Performance Work Statement This announcement is a pre-solicitation notice not a Request for Proposal (RFP). It is anticipated that the RFP will be available on or about May 7, 2012. This award will be made pending availability of funds. This is a small business set aside. This is a Full and Open Competition after Exclusion of Sources. The contract type is anticipated to be fixed price. The Department requests small businesses to submit questions regarding the draft Performance Work Statement (PWS) to joseph.gibbs@ed.gov (with a copy to pamela.bone@ed.gov) no later than April 30, 2012 on or before 11:00 AM Eastern Time. The Department will not provide a response to every question, but will incorporate the answers into the RFP. The Department of Education is intending to award a five year fixed - price contract to assess the impacts of offering Pell grants for job training to students who are income-eligible but would otherwise not qualify for specific reasons. The program office responsible for the evaluation will be the National Center for Education Evaluation and Regional Assistance (NCEE) within the Institute of Education Sciences, working in collaboration with ED's Office of Federal Student Aid (FSA) and the US Department of Labor (DOL). Responses to this notice are requested to include the following: a) Company name b) Address c) Point of contact d) Number of employees e) Gross annual receipts g) Proposed NAICS code if disagreeing with current one No entitlement to payment of direct or indirect costs or charges by the government will accrue as a result of a submission or of a response or use of such information. Please submit all questions/comments/responses via email. The Department does not intend to post Question and Answers or amendments to this notice. Instead, the Department intends to take those questions as items that will be utilized to strengthen the Department's PWS and RFP/Solicitation documents.
