The course shall cover the following topics: 1.Exploit SharePoint Technologies to manage successful projects 2.Build a SharePoint Project Management Information System (PMIS) 3.Create and customize a SharePoint site for effective project collaboration 4.Monitor and analyze the project schedule and milestones in a SharePoint site 5.Generate on-demand project status reports 6.Synchronize common project management tools with SharePoint 2.0 APPLICABLE DOCUMENTS Documents referenced or germane to this Performance Work Statement (PWS) are listed below. In the performance of the tasks associated with this Performance Work Statement, the Contractor shall comply with the following: 1.44 U.S.C. § 3541, "Federal Information Security Management Act (FISMA) of 2002" 2.Federal Information Processing Standards (FIPS) Publication 140-2, "Security Requirements For Cryptographic Modules" 3.FIPS Pub 201, "Personal Identity Verification of Federal Employees and Contractors," March 2006 4.10 U.S.C. § 2224, "Defense Information Assurance Program" 5.5 U.S.C. § 552a, as amended, "The Privacy Act of 1974" 6.42 U.S.C. § 2000d "Title VI of the Civil Rights Act of 1964" 7.Department of Veterans Affairs (VA) Directive 0710, "Personnel Suitability and Security Program," May 18, 2007 8.OMB Circular A-130, "Management of Federal Information Resources," November 28, 2000 9.Sections 504 and 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998 10.Homeland Security Presidential Directive (12) (HSPD-12), August 27, 2004 3.0 PERFORMANCE DETAILS 3.1PERFORMANCE PERIOD The period of performance shall be July 17th, 18th, and 19th, 2012. Any work at the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). 3.2PLACE OF PERFORMANCE Tasks under this PWS shall be performed in VA facilities located at: Technology Acquisition Center 260 Industrial Way East, Eatontown, NJ 07724 Work may be performed at remote locations with prior approval of the Contracting Officer Representative (COR). 4.0 SPECIFIC TASKS AND DELIVERABLES The Contractor shall provide the following course content and instruction: 1.Navigating a SharePoint PMIS, 1.0 Hours 2.Setting up a SharePoint PMIS, 2.0 Hours 3.Adding Stakeholders into the PMIS, 1.5 Hours 4.Defining PMIS Structure, 2.0 Hours 5.Supporting Project Team Collaboration, 3.5 Hours 6.Tracking a Project, 2.5 Hours 7.Creating and Disseminating Project Reports, 2.0 Hours 8.Integrating Project Management Tools, 1.5 Hours 9.Archiving the PMIS, 1.0 Hours Approximately forty percent of class time shall be spent on hands-on exercises which include: 1.Taking advantage of relevant project management standards and processes 2.Building and customizing a SharePoint PMIS 3.Creating a project communication plan 4.Generating lists and document libraries 5.Utilizing SharePoint collaboration tools 6.Monitoring and updating project tasks 7.Enabling change control with the three-state workflow 8.Customizing management dashboards with Web Parts 9.Creating a "Lessons Learned" site 4.1REPORTING REQUIREMENTS The Contractor shall provide the Contracting Officer's Representative (COR) with one (1) Progress Report in electronic form in Microsoft Word and Project formats at the conclusion of the course. The report shall cover each required specific task to ensure that the course content was adequately addressed. The report shall reflect data as of the last day of the preceding week of class. The Progress Report shall cover all work completed during the reporting period and work planned for the subsequent reporting period. The report shall also identify any problems that arose and a description of how the problems were resolved. If problems have not been completely resolved, the Contractor shall provide an explanation including their plan and timeframe for resolving the issue. It is expected that the Contractor will keep in communication with VA accordingly so that issues that arise are transparent to both parties to prevent escalation of outstanding issues. Deliverable: One Progress Report 5.0 GENERAL REQUIREMENTS 5.1ENTERPRISE AND IT FRAMEWORK The Contractor will not utilize nor affect the VA network at all; therefore this section has been deleted. 5.2CONTRACTOR PERSONNEL SECURITY REQUIREMENTS The Contractor will access neither VA Facility nor VA GFE; therefore this section has been deleted. 5.3METHOD AND DISTRIBUTION OF DELIVERABLES The Contractor shall deliver documentation in electronic format, unless otherwise directed in Section B of the solicitation/contract. Acceptable electronic media include: 1.MS Word 2000/2003/2007, 2.MS Excel 2000/2003/2007, 3.MS PowerPoint 2000/2003/2007, 4.MS Project 2000/2003/2007, 5.MS Access 2000/2003/2007, 6.Visio 2000/2002/2003/2007, 7.AutoCAD 2002/2004/2007/2010, and 8.Adobe Postscript Data Format (PDF). 5.4 PERFORMANCE METRICS The table below defines the Performance Standards and Acceptable Performance Levels for Deliverables associated with this effort. The Government reserves the right to alter or change the surveillance methods in the QASP at its own discretion. A SAP Performance Based Service Assessment Survey will be used in combination with the QASP to assist the Government in determining acceptable performance levels. 5.5FACILITY/RESOURCE PROVISIONS The Contractor will not need to access VA Facilities nor VA IT systems.
