Description
Questions concerning training requirements: 1. Will the curriculum and training aids be provided or does the contractor have to develop and provide their own? The contractor will provide their own curriculum and training aids.  Standardized? Yes.  Modified for each country? Only the Country-Specific Crew Position Training will be tailored to each customer.  Annual Throughput requirements for each crew position? Unknown  Initial cadre: Unknown.  Refresher: Unknown. 2. Is initial cadre training required for all crew positions? Yes. There are only three crew positions that are on each C-130J - pilot, copilot and loadmaster. The pilots will essentially receive the same training and the loadmaster will receive separate training. 3. Are the C-130J missions of the FMS country clearly identified? Each FMS country will have slightly different operational mission profiles. The initial qualification courses for pilots and loadmasters will be exactly the same between all countries. The training requires provides airland or proficiency training - nothing tactical. 4. Inflight refueling USAF or USN type?  Is the IFR training as a receiving aircraft, transferring aircraft or both? Any In-Flight Refueling training will be tailored to the aircraft being manufactured for the specific FMS customer. Offload of IFR is being considered.  Is the IFR USAF type (boom) or USN type (drogue)? The Offload capability for the C-130 will only be USN or USMC type (drogue).  Will inflight refueling be taught IAW the ATP-56B (NATO Procedures)? Yes. 5. Will the government provide the static trainers required for instruction?  Pre-flight No.  Post flight No.  Fuel management No.  Checklist No.  Loadmaster Instruction No. 6. Documentation  Who provides Standardization / Oversight 1. Government? Yes 2. Contractor? No. Questions in hotel services: 1. What cultural or ethnic background are the trainees? It may directly impact dietary restrictions and associated costs. Unknown at this time. 2. Do the students require internet access outside the training continuum? No. Questions concerning OCONUS training: 1. Are the OCONUS locations considered war zones or hazardous areas? No. 2. If the OCONUS locations are war zones or hazardous areas, will the US government provide security or is the contractor responsible for security? N/A. Questions on the Simulator/Aircraft: 1. Will the simulator & Aircraft be GO/CO with the Government providing the maintenance? The aircraft and simulators will be contractor-owned and contractor operated. 2. Will there be a Government Flight Representative (GFR) Requirement? Yes. Training will be conducted under authority of AFI 10-220 Contractor's Flight and Ground Operations (1 March 2007). 3. Will there be a need for contractor aircrew to fly on foreign aircraft ISO training? There will be a requirement for contractor aircrew to fly on foreign aircraft for flying training. Not sure of the term "ISO" regarding training.  If yes, who will sign for the aircraft? The aircraft will be considered Accepted Aircraft per AFI 10-220 paragraph 1.2.2. This acceptance will be performed by the GFR. 4. Who will provide ground support equipment GSE for flight-line operations? Contractor will provide GSE for flight-line operations. itle: C130J Aircrew Training Response Date: 24 Apr 12 Description: The Air Education and Training Command (AETC), Contracting Squadron, LGCI is seeking sources for C130J AIRCREW TRAINING in support of Foreign Military Sales (FMS) acquisition program located at Randolph AFB, TX. The REQUEST FOR INFORMATION (RFI) is being issued to help determine the availability of qualified companies technically capable of meeting the Government requirement. THIS IS NOT A REQUEST FOR PROPOSAL (RFP), NOR IS IT A REQUEST FOR QUOTATION (RFQ). It is not to be construed as a commitment by the requesting party to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals nor quotes. No award will be made as a result of this RFI. The Government will NOT be responsible for any costs incurred by interested parties in responding to this RFI. This FedBizOps sources sought notice is strictly for market research. Acknowledgment of receipt of response will not be made, nor will respondents be notified of Government's evaluation of the information received. As a result of this RFI, the Government may issue a RFP; however, should such requirements materialize, no basis for claims against the Government shall arise as a result of a response to the RFI (e.g. use of such information as either part of its evaluation process or in developing specifications for any subsequent requirement). All respondents are requested to identify their firm's size and type of business (e.g large business, small business, service disabled, HUB zone, 8(a), etc.) The North American Industry Classification System (NAICS) code is 611512, size standard $7.0M. The source should be capable of: 1. Providing the necessary skills to independently operate C-130J systems, subsystems, and related support equipment CONUS AND OCONUS. Training inlcudes: a. The following to include Flight Training: - Pilot/Aircrew Academic School, Familiarization/Differences, and aircraft procedures/academic station training - Loadmaster (LM) Initial Cadre Training - Alternative Crew Position (as required by specific aircraft configuration) - Initial Cadre Training - Aircrew Differences Training (Pilot, LM, Alternate Crew Position, & CRM) b. Aerial Refueling Training c. Please address the ability to provide flight simulator instruction. Aircrew training objectives are to train aircrew members for initial qualification transitioning to the C-130J aircraft, provide refresher/upgrade training to experienced aircrews, and to provide initial cadre training. 2. Provide academic training consisting of lecture/discussion sessions and laboratory exercises. Testing procedures must be in place and documentation will be required to verify the student has gained knowledge and skills taught. If required, Structured On-The-Job Training (SOJT) shall be conducted in the appropriate laboratory, shop or flight line environment and shall include demonstration and application of academic studies. Students and instructors must attest via appropriate documentation that the training task can be accomplished as required. 3. Contractor must have the capability to support multiple training requirements simultaneously. 4. The student management and support functions provide for the registration, and the health, morale and welfare of students. Finally, the program must provide mission support services (lodging, food, postal service, medical, finance, security) and ensure that academic and support facilities are fully equipped and maintained, and that the necessary IT infrastructure is available. Respondents should be aware that it will be the responsibility for each offeror to submit their capabilities statement, communicating their ability to meet the above mentioned request. The purpose of this notice is to identify capable, interested vendors. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted.
