- Clarifications to RFP Q. Does the FedRelay provider have to connect to the GSA's FTS2001 and/or Networx? RFP page 6 Section 3.4 indicates that this is required. RESPONSE: The RFP does not mention connections. The wording addresses "interface." The contractor must be able to allow traffic to originate or terminate on Networx serviced agencies. Q. However, we found the following verbiage on the Federal Relay website ( http://www.federalrelay.us/ ): "The Federal Relay program is a "standalone" contract and not a part of the FTS2001/Networx contract/program". RESPONSE: The statement is correct. The Federal Relay program and its contract are not a part of the FTS2001/Networx contracts or programs. However, Networx is the program that provides wide area networking to the Federal government. FedRelay must be able to serve Networx users. Q. What carrier does the provider route traffic to? Does the carrier then route traffic by ANI back to the federal government? Will the carrier know how to bill properly based on ANI? For example, does the carrier bill the end user and/or the Authorized Organization directly for long distance charges based on ANI? RESPONSE: Networx is a family of contracts. Invoicing is dependent on agency requirements. The links the reach the Networx contracts can be found at www.gsa.gov/networx. Q. Can you confirm that only the following calls [listed] are allowable (and thus reimbursable) via Federal Relay? RESPONSE: See section 2.2 "Authorized Calls by Authorized Users." This clearly states the requirements of an authorized call. The contractor will invoice Authorized Users only on a task order basis. The invoiced parties are responsible for appropriate charges. Q. Internet Protocol question: We understand the Federal Relay 10-digit IP and VR numbers are in NeuStar database and marked as private. Does this mean those numbers can only be used to make Federal Relay calls? (i.e. the user cannot use that 10 digit number with other IP and VRS providers to make calls to any other number?) How are all of these numbers transitioned to a new provider? RESPONSE: Transition planning is the responsibility of the successor contractor. The current contract states the following concerning the incumbent: " The Contractor agrees to phase-in coordination (coordinating the orderly transition to new Contract services such that the level and quality of service are not degraded), and exercise its best efforts and cooperation to effect an orderly and efficient transition to a successor." The due date for the proposals is not changed as a result of this posting and remains April 30 at 4:00 PM EDT.
