Request for Information Dcoument REQUEST FOR INFORMATION For Schedule Viewer System 23 April 2012 Purpose: This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, DoD is not seeking proposals at this time and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to the RFI will not be returned. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor the Federal Business Opportunities (FedBizOpps) website at: https://www.fbo.gov/ for additional information regarding this RFI. 1.0 Description The Department of Defense is seeking information that will assist the Department in assessing the cost and feasibility of developing a basic tool for viewing schedule information provided via United Nations Centre for Trade Facilitation and Potential Electronic Business UN/CEFACT XML schema and dedicated for U.S. Government use. 1.1 General Requirements: This RFI is for a commercially developed, Government owned, basic schedule viewing system which has the capability to parse Integrated Master Schedule (IMS) UN/CEFACT XML data. 1.2. Specifically: •· Do you currently have the capability to read/view/display a UN/CEFACT XML IMS file? •o If so, describe the extent of those capabilities. •· Have you tested the capability of importing/exporting UN/CEFACT XML IMS files among and between scheduling tools (e.g., Project, Primavera, Artemis, Open Plan)? •o If so, describe the extent of your success, failure, problems/issues identified/mitigated, and lessons learned. •· If you do not currently have the capability to read/view/display a UN/CEFACT XML IMS file, do you anticipate having the capability in the near future? •o If so, approximately when will you have such a capability or what is the estimated time duration from initiation to development? •o What will be the extent of your system's capabilities? •· If you do not currently have the capability to read/view/display a UN/CEFACT XML IMS file, but would consider developing one, what do you anticipate the major issues, risks, or obstacles would be? •o What is the estimated time duration to produce such a system? •o What would be the anticipated capabilities of your future system? •· Have you tested the requirements in the UN/CEFACT cost and schedule schemas per the guidelines on the DCARC website? 2.0 Requested Information: 2.1 Written Response: Provide a written response in Microsoft Word (12 pt Times New Roman font) for the above specific questions for industry concerning how they would meet and implement the candidate system in this RFI. Respondents are encouraged to provide information applicable to the items identified in paragraph 1.0. Respondents are also encouraged to provide any other potential alternatives and address other salient questions/issues which may be equally pertinent to this RFI. 3.0 Responses 3.1 Proprietary information, if any, must be clearly marked. Please be advised that all submissions become government property and will not be returned. 3.2 The RFI response shall be comprised of two (2) sections. 3.2.1 Section 1 of the response shall provide administrative information, and shall include the following as a minimum (there is no page limitation for Section 1): Name, mailing address, overnight delivery address (if different from mailing address), phone number, fax number, and e-mail of designated point of contact. 3.2.2 Section 2 of the response shall provide the information requested in Section 2.1 of this RFI and is limited to 10 pages, including appendices, diagrams and examples. 3.3 Questions regarding this announcement shall be submitted in writing via e-mail to Mr. Brent Brinson, Contracting Specialist at Washington Headquarters Services/ Acquisition Directorate WHS/AD, brent.brinson@whs.mil 703-545-3530. Please limit your questions to the specific technical details of this RFI. All questions will be answered via posting answers to the FedBizOpps website at: https://www.fbo.gov/ ; accordingly, questions shall NOT contain trade secrets or classified information. The Government does not guarantee that questions received after 4 May 2012 will be answered. 3.4 All responses to this RFI shall be submitted electronically via e-mail to Mr. Brent Brinson, brent.brinson@whs.mil not later than 8 May 2012. 4.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide innovative solutions that support optimal Contract Strategy for DoD requirements. The information provided in the RFI is subject to change and is not binding on the Government. DoD has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
