Description
Nellis Air Force Base requests capability statements from companies for the purpose of identifying potential sources for the acquiistion of a Mobile Urban Confied Space Training Simulator. Funding is not available for any information or proposals submitted. Submitting information does not bind the Air Force for any future contracts/grants resulting from this RFI. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI Request for Information received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. The Government is looking for: The salient characteristics of this Trainig Simulator are, "Training Simulator must simulate a combination of rooms following a structural collapse. It must allow the placement of survivors/dummies in confined spaces and entry of rescue personnel wearing protective personal equipment and self contained breathing apparatus. The system must be modular and allow re-arrangement of rooms and technical problems within the rooms." Below would be an example of Salient Characteristics for MUTS 1) Mobile Urban Training Simulator (MUTS) shall be designed to allow teams to operate in a simulated Confined Space and Structural Collapse (CSSC) environment at a designated location 2) The MUTS shall include all six Confined Space Types IAW OSHA 1910-146 as well as various types of collapse patterns thus maximizing possible training scenarios. 3) A Mobile urban training simulator must consist of three (3) 20'x 8'x 8'6" ISO 1cc Type steel dry cargo containers designed to be configured as one, two, or three separate training props. 4) Description of a single cargo container in a MUTS : - Must Conform to and satisfies the following regulations and standards (Series 1 freight containers):  ISO 830 Freight containers - Terminology  ISO 668 Series 1 Freight containers - Classification, external dimensions and ratings  ISO 6346 Freight containers - Coding, identification and marking  ISO 1161 Series 1 Freight containers - Corner fittings-specification  ISO 1496 Series 1 Freight containers - Specification and testing - Handling: The MUTS Prop shall be constructed to be handled under the following conditions without distortion or effect on its structural integrity:  Lifting full by its top corner fittings by means of spreaders  Lifting full by its bottom corner fittings by means of fittings at a sling angle of 45 degrees  Lifting full or empty by forklift pocket - Transportation: The container shall be constructed to be suitable for transportation in normal operating conditions by modes of:  Marine: On deck or in cell guide by vertical or diagonal lashings  Rail: On flat or container car secured at its bottom corner fittings  Road: On flat chassis secured at its bottom corner fittings or strapped down  Air: IAW specific aircraft OR EQUAL No telephonic submissions will be honored. All product information shall be submitted at no cost or obligation to the government.
