- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-57. 1352.215-72 INQUIRIES (APR 2010) Offerors must submit all questions concerning this solicitation in writing to James Cariaga Contract Specialist, with copy to Andrea Parekh, Contracting Officer. Questions should be received no later than 10 calendar days after the issuance date of this solicitation. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. THIS REQUIREMENT IS UNRESTRICTED. ***The National Institute of Standards and Technology is seeking to purchase an upgrade of an X-ray diffractometer with a Twin Mirror Arrangement: ****All interested Contractor's shall provide a quote for the following: Line Item 0001: Quantity One (1) Upgrade of an X-ray diffractometer with a Twin Mirror Arrangement (TMA) for Cu Ka-radiation. The hardware must meet or exceed all of the minimum specifications identified herein. All equipment must be new. Used or remanufactured equipment will not be considered for award. Background: The X-Ray Metrology project in the Ceramics Division of the Material Measurement Laboratory provides Standard Reference Materials for calibration of X-ray scattering instruments to customers all over the world. Approximately 4% of all standards sold from NIST come from this project. In order to develop and certify SRMs which are relevant to our customers, NIST has developed instruments which are at least an order of magnitude more accurate than commercial X-ray diffraction instrumentation. NIST has also developed first-principles modeling software to expand our traceability from the measurement to the measurand. This additional hardware will provide additional instrument configurations that will permit the NIST specific research to aid in the calibration of commercial instruments in the field. Also, other configurations made available by this hardware will offer a unique measurement capabilities which can then by evaluated for their efficacy in addressing measurement issues relevant to the diffraction and reflectometry communities. The TMA hardware must meet or exceed the following minimum specifications: The system shall consist of two assemblies containing the mirror optics themselves, one for the incident beam and second for the scattered beam, which constitute stand-alone structures that can be mounted on a customized, pre-existing X-ray diffractometer at NIST. Specification 1: Mirror optic for incident beam a. Optical active width not less than 17.5 mm b. Focal distance specific to NIST hardware, 100 mm c. Parallel beam width not less than 0.7 mm d. Mean reflectivity not less than 80% (Cu Kα radiation) e. Beam divergence of not greater than 0.03˚ Specification 2: Mirror optic assembly for incident beam a. Mounting plate to allow assembly to be installed, in correct alignment to X-ray line source, on a Bruker AXS(formally Siemens AXS) D5000 X-ray tube shield b. Mirror enclosure must provide shielding for X-rays to prevent detectable leakage c. Mirror enclosure must provide spring loaded, adjustable three point mounting for optic; adjustments to provide for tilt, diffraction angle and z height in increments no greater than 25 arc-seconds & 4 microns d. Housing must be equipped with inlet fitting and be sealed to allow for inert gas purge to protect optic from ozone damage e. On both the inlet and output sides of optic housing, the Contractor shall include an adjustable X-ray limiting slit assembly with two independent blades adjustable in increments no larger than 0.02 mm and of total travel sufficient serve in anti-scatter context and as such be located on either side of the X-ray beam of interest. f. On the outlet side the Contractor shall include a Soller slit limiting axial divergence to less than 4˚ Specification 3: Mirror optic for scattered/diffracted beam a. Optical active width not less than 17.5 mm b. Focal distance specific to NIST hardware, 100 mm c. Accepted beam width not less than 1.2 mm d. Mean reflectivity not less than 80% (Cu Kα radiation) e. Beam divergence of not greater than 0.03˚ Specification 4: Mirror optic assembly for scattered/diffracted beam a. Mirror enclosure to provide spring loaded, adjustable three point mounting for optic; adjustments to provide for tilt, diffraction angle and z height in increments no greater than 25 arc-seconds & 4 microns b. On both the inlet and output (detector) sides of optic housing shall exist an adjustable X-ray limiting slit assembly with two independent blades adjustable in increments no larger than 0.02 mm and of total travel sufficient serve in anti-scatter context and as such be located on either side of the X-ray beam of interest. c. The output (detector) slit shall be positioned at the focal point of the mirror optic d. On the inlet side there shall exist a Soller slit limiting axial divergence to less than 4˚ e. The assembly shall be mounted to the detector mount via a dovetail type, vertical translator adjustable to increments no greater than 20 microns Technical documentation shall be supplied in English that covers: technical parameters of the hardware, the protocol for final testing and acceptance, installation, alignment and safety instructions. Instructions to offerors: Award shall be made to the Contractor whose quote offers a firm fixed price and is the best value to the Government, price and other factors considered. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement", 2) Experience, 3) Past Performance, and 4) Price. The evaluation factors are listed below are of equal importance. Together, Technical Capabilities, Experience and Past Performance are significantly more important than Price. The importance of price in the evaluation will increase with the degree of equality among quotations of the non-price factors. Technical Capability: Evaluation of Technical Capability shall be based on the information provided in the quotation. NIST will evaluate whether the offeror has demonstrated that its proposed equipment meets or exceeds all requirements. Quotations that do not demonstrate the proposed equipment meets all requirements will not be considered further for award. Quoters shall also include product literature which addresses all specifications and clearly documents that the product offered meets or exceeds the specifications identified herein.. Note: If an offeror does not indicate whether its proposed equipment meets a certain technical requirement, NIST will determine that it does not. Stronger Consideration will be given to the offeror that can exceed the following minimum specifications: a) Specification 1. - Stronger consideration shall be given if any of the five requirements for the mirror optics for the incident beam are exceeded. b) Specification 2. - Stronger consideration shall be given if any of the six requirements for the mirror optic assembly for the incident beam are exceeded. c) Specification 3. - Stronger consideration shall be given if any of the five requirements for the mirror optic for the scattered/diffracted beam are exceeded. d) Specification 4. - Stronger consideration shall be given if any of the five requirements for the mirror optic assembly for the scattered/diffracted beam are exceeded. Experience Evaluation of experience will be evaluated to determine the extent to which the offeror's technical background, experience, and qualifications demonstrate its ability to perform similar services. Past Performance Past Performance will be evaluated to determine the overall quality of the product and service provided and the Contractor's history of meeting delivery schedules for prior deliverables. Evaluation of Past Performance shall be based on the references provided and/or the quoters recent and relevant procurement history with NIST or its' affiliates. Offerors should provide a list of 3-5 references to whom the same or similar equipment has been provided within the past 3 years. Price: The Government will evaluate price for reasonableness.
