- The Bureau of Reclamation, Acquisition Operations Group, Denver, Colorado, intends to solicit on a sole-source basis to, Colorado Division of Parks and Wildlife, 1313 Sherman Street, Suite 718, Denver, CO 80203-2239. The requirement is for a Database for the Aquatic Nuisance Species (ANS) Sampling and Monitoring Data Management System. The purpose of this data management system is to store and manage sampling/monitoring data for zebra and quagga mussels, as well as other invasive species, and related water quality data. The system consists of a relational database (Microsoft SQL Server) and web-based applications that support data entry, analysis, and reporting activities. This data management system was developed by the Colorado Division of Parks and Wildlife (CPW) with technical input from Reclamation and other state and federal agencies. The original focus was on invasive aquatic species data for Colorado, but the database can also accommodate the Reclamation Invasive Mussel Detection Project's data from all western states. This data management system will be utilized by several other state and federal agencies to provide a single, consolidated volume of ANS data into a secure and standardized format, enabling faster data retrieval and analysis (such as exploring the relationship between ANS occurrence and water quality), and significantly increase reporting and data-sharing efficiency amongst various state and federal agencies. If Reclamation were to procure or develop another data management system, it would not be compatible with the CPW database system and would not facilitate standardized formatting, efficient data retrieval, analysis or data sharing resulting in a significant loss of research data and cooperation with other state and federal agencies. The system will consolidate the large volume of ANS data into a more secure and more standardized format, enable faster retrieval (such as exploring the relationship between ANS occurrence and water quality), and significantly increase reporting and data-sharing efficiency. Colorado Division of Parks and Wildlife 1313 Sherman Street, Suite 718, Denver, CO 80203-2239 is the only known source meeting the above requirements. Competition is restricted to only one source per FAR 13.106-1(b). This procurement will be awarded using Simplified Acquisition Procedures at FAR Part 13 with an intended. Anticipated award date is April 30, 2012. All responsible sources may submit a capability statement by 12:00 pm MDT, April 27, 2012 which will be considered by the agency.
