Description
This synopsis is hereby modified to add the requirement for Audio-Visual Simultaneous Interpretation equipment and to extend the response date for capability statements to April 30, 2012. The Drug Enforcement Administration (DEA) has a requirement for Simultaneous Interpretation, Technical Production Support Services, and Audio-Visual Simultaneous Interpretation equipment for a Summit-style conference to be held in Denspasar, Indonesia June 12-14, 2012. This announcement is not a Request-for-Quote (RFQ), but a survey to locate potential sources capable of performing the work referenced herein. It is anticipated the vendor shall provide: 1) Simultaneous interpreter selection; 2) Audio-Visual Simultaneous Interpretation equipment; 3) Technical Production Team to oversee pre-conference coordination between DEA Staff, hotel and audio-visual sub-contractors; 4) Pre-conference set-up activities, to include: Daily Audio-visual testing, rehearsals and scripting services; 5) Problem-resolution to ensure a seamless operation; 6) Interpreter coordination support to Foreign Service national language facilitators; 7) Real-time communications link between technical production team, DEA Staff, audio visual sub-contractor(s) and interpreters; and 8) Post-Conference accounting and settlement. The languages for the simultaneous interpretation services are as follows: English-Spanish, English-Russian, English-Arabic and English-Bahasa Indonesia. Minimum capabilities for the simultaneous interpreters shall include: 1) Demonstrated experience with drug-law enforcement culture and terminology; 2) Demonstrated experience in simultaneous interpretation for conference of similar scope. Minimum capabilities for the Audio-Visual Simultaneous Interpretation equipment shall include: 1. Conventional Audio (Speaker, Amplifier, Mixer, Mic Lectern, Wireless Lapel Mic, Wireless Handheld Mic); 2) Projection System (Projector, Screen, Switcher, Monitor); 3) Closed Circuit Television; 4) Stage Lighting; 5) Delegate Microphone System; and 6) Simultaneous Interpretation System (Distribution, interpreter receive/headsets, transmitter, Radiator) Vendors with these capabilities are invited to submit complete capability statements within seven (7) calender days from the date of this notice. Information provided shall include: 1) the number and professional qualifications of each simultaneous interpreter; 2) the number and professional qualifications of each technical management team member i.e. Production Manager, Assistant Production Manager etc. 3) Vendor's qualified experience related to the referenced requirement; 4) a current financial statement; 5) Required Audio-visual Simultaneous Interpretation equipment and 6) Any other applicable information which demonstrates minimum capabilities listed above. This synopsis is for information and planning purposes only. The government will not pay or reimburse respondents for information submitted. Based upon responses received, the government reserves the right to set aside any procurements that may result for all small businesses. If the evaluation of responses received concludes that none of the responding vendors have the capabilities to meet the needs of the requirement, negotiations may be conducted with Allied Conference on a noncompetitive basis.
