- Description: This is a Sources Sought/Market Research announcement to identify interest in performing Information Technology (IT) support services in support of Army Materiel Command (AMC), Army Field Support Brigades and Battalions, and Army Sustainment Command (ASC) within the Continental United States (CONUS) or Outside the Continental United States (OCONUS) that the Contracting Officer (KO) authorizes. The contractor will be required to provide IT Operations, maintenance, and sustainment for all IT systems used within the supported command's area of operation. Provide life cycle computer maintenance. Evaluate and initiate telephone trouble tickets and provide repair serves. Conduct system scans for unauthorized items on individual computers. Enforce the IS security guidance policies pertaining to system access, operation, maintenance, and disposition. Review and verify currency of user accounts and be responsible for back-up and recovery procedures for all servers and PC systems. Conduct required IAVM scanning and vulnerability assessments with approved software as authorized by the cognizant Information Assurance Manager. Enforce the IS security guidance policies as provided by the IAM and perform Information Awareness Security Officer (IASO) duties. Implement and test IS and data backup procedures for integrity. Set up, schedule and coordinate video teleconferences both secured and unsecured throughout CONUS and OCONUS theater. The Contractor shall provide planning, analysis, troubleshooting, integration, acquisition, installation, operations, maintenance, training, documentation, and administration services for office automation systems. The Contractor shall also maintain a centralized technical assistance service that supports problem resolution and distributes general information concerning office automation. Office Automation Support/Help Desk functions include, but are not limited to, the capability to perform computer and software related preventive and remedial maintenance to include initial configuration and setup of PCs, workstations, laptops, all levels of software, printers, and peripheral devices, video teleconference equipment; Evaluate hardware, firmware, peripherals, software packages, etc. for use by staff and provide recommendations for accomplishing the desired objectives; Troubleshoot and resolve end-user problems encountered using computer systems, software, and peripherals; Provide user assistance in a variety of areas (e.g., end-user security, telecommunications, operating systems, software packages, etc.); Analyze and assess equipment and performance degradation, including determination of hardware, software, and/or other technical changes necessary as well as identifying supply modernization requirements to meet operational requirements; Maintain a support area (normally consistent with Government personnel working hours)), designed to provide assistance and help to users in all areas related to office automation, including desk side assistance, telephone assistance, limited training, relocation of IT equipment; Response Time after normal work hours (includes weekends and holidays). On-call support technician on-site within 2 hours, within 1 hour if call-in is a result of NETCOM or ASC IA response requirements. The selected contractor will be responsible for performing work necessary to implement, integrate, maintain or modify NIPRNET (Unclassified), SIPRNET, and CENTRIXS (Classified) end-user equipment, servers, and VOIP hardware Perform diagnostics, maintenance, and repair of primary and peripheral hardware as determined by warranty status and complexity of repair to include a repair versus replacement cost comparison for IT equipment not in warranty status. For warranty repairs, the contractor will order and replace the defective item where manufacturer's warranty allows; Collect statistics on hardware, software, and system problems, security incidents, hardware and software maintenance performed, service calls, and server and LAN downtime; Assist, as directed, in the planning, logistics, setup and operate the necessary equipment to support conferences/briefings (including local, remote, teleconferences, nationwide, and/or global) and presentations both at on and off-site locations; Coordinate and track job requests to ensure that all customer requests are prioritized and handled within the timeframes outlined in the task orders while keeping Government apprised of significant changes in workload status; Centralized administration of software licenses; Provide ongoing system and applications maintenance and upgrade for existing and future software; Analyze and assess equipment and performance degradation, including determination of hardware, software, and/or other technical changes necessary to meet operational requirements; Virus Detection, Elimination, and Prevention. The Contractor shall provide virus detection, elimination, and prevention support. Such support includes, but is not limited to, the capability to: Identify, isolate, neutralize, and be responsible for handling malicious programs (viruses, worms, Trojan Horses) infecting the client organizations systems and/or networks in accordance with ARMY / Army Computer Emergency Response Team (ACERT) guidelines; Respond to Army Computer Emergency Response Team (ACERT) and the NETCOM Network Operation Center notices by performing the necessary actions and responding with action taken and when to the Government. In performing the preceding functions, the Contractor shall provide fully trained, experienced and responsive technical personnel resources. The contractor shall provide resumes, signed non-disclosure agreements, and certifications of all personnel. In addition to the support requirements covered thus far, personnel who will deploy into theater for this effort will also need to be knowledgeable in the following Information Systems specialties: - Base-lining, maintaining, and troubleshooting workstations, servers, printers, and other devices operating on the DISA Non-classified Internet Protocol Router Network (NIPRNet), the Secret Internet Protocol Router Network (SIPRNet), and the Combined Enterprise Regional Information Exchange System (CENTRIXS) network. - Exhibit formal training and current work experience in building, maintaining, and troubleshooting Microsoft Active Directory Organizational Units (OU). - Exhibit familiarity with the use and deployment of Standard Army Management Information Systems (STAMIS), such as SAMS, SARSS, ULLS, TC-AIMS, etc. - Exhibit that they meet the training/certification requirements of DoD 8570.01-M and AR 25-2 prior to deployment. Specifically, The Army Training and Certification Tracking System (ACTCS), Information Assurance Profiles, IA Technical Levels, IA Management Levels, operating system certifications, Security+ training. - Exhibit in-depth knowledge of Microsoft Windows 7 and Windows Server operating systems. - Exhibit in-depth knowledge of internet protocol networking and the necessary knowledge and work experience to troubleshoot layer 3 switch, router, and codec problems. Specifically, the use of ICMP, NETSTAT, TRACERT for troubleshooting; fiber modes, types and capacity; copper transmission limitations, media conversion, CAT5 and CAT6 troubleshooting methods, H264 codec use and limitations Contractor personnel performing inside plant/outside plant work must: - Exhibit an in-depth knowledge of Unified Facility Code 3-580-01 requirements and implementation. - Exhibit in-depth knowledge of ANSI/TIA 568-C wiring standards, including Ethernet wiring, termination, and testing methods. - Exhibit an in-depth knowledge of internet protocol networking and the necessary knowledge and work experience to perform layer 1, 2, and 3 troubleshooting. - Exhibit the necessary knowledge and work experience to install and troubleshoot VOIP and PSTN phone systems. - Exhibit a working knowledge of licensed and unlicensed frequency band wireless broadband radios, microwave systems, antennas, and ancillary systems. - Exhibit the necessary knowledge and work experience to configure, install and operate video teleconferencing equipment. The contractor will be required to use either the SharePoint ticket tracking system that is currently implemented (GOTS), or provide, install, configure, and maintain a similar COTS product for use during the duration of this contract at no cost to the government. The following sites will require IT Services Support: AFSB, OCONUS - Afghanistan, Germany. AFSB, CONUS - Goose Creek, SC and Rock Island, IL. This listing may not be all inclusive. Work performed in the last three years is considered relevant for this sources sought announcement. Please include in your capability statement your firm's business size and identify any potential joint venture partners.
