- ACM CRADA Announcement DTFH61-12-RI-00005 The Federal Highway Administration's Turner-Fairbank Highway Research Center (FHWA/TFHRC), a Federal laboratory, seeks Cooperative Research and Development Agreement (CRADA) partner(s) that possess the expertise, capabilities, facilities, and experience in the field of Alternative Cementitious Materials (ACM) and have an interest in cooperative research sharing resources toward the development of marketable technologies. The focused usage is for constructing rigid pavements and other transportation structures using mixtures of aggregates bound together with an ACM containing little or no Portland cement that after setting and hardening is capable of resisting design traffic and loads and of being stable and durable both under water and when exposed outdoors to weather and de-icing chemicals used in various regions of the country. The FHWA/TFHRC is offering the opportunity to collaborate with non-Federal partners to help with advancing innovation in the area of Alternative Cementitious Materials. In determining potential CRADA research activities related to ACM, we are also requesting any views or input from experts, researchers, and/or the public concerning this project area. Any comments on this project topic may be emailed to: ACM@dot.gov This is neither a Request for Proposals nor an announcement of a forthcoming solicitation. Information received will be considered solely for the purpose of identifying potential CRADA Partner(s) having the ability and capability to Partner with FHWA/TFHRC. A CRADA is a technology transfer instrument authorized by the Federal Technology Transfer Act of 1986. A CRADA allows the FHWA/TFHRC and a non-Federal partner or partners to cooperatively conduct research and development consistent with the FHWA's mission and share the results derived from the effort. Under a CRADA, the non-Federal partner can contribute facilities, equipment, personnel, funding and other resources toward the conduct of the R&D effort. The Federal partner can contribute the same things except for funding. The FHWA/TFHRC has a continuing interest in R&D and encourages the submission of potential CRADA opportunities consistent with the FHWA mission "To improve mobility on our Nation's highways through national leadership, innovation, and program delivery." Any CRADA research must be consistent with FHWA's research and development mission and the existing capabilities of its research laboratories at TFHRC, which provides the world highway community with advanced and applied research and development related to new and existing highway technologies.
