Description: The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Western Business Service Center intends to negotiate a sole source contract with MEI Research, Ltd located in Saint Louis Park, Minnesota, to build and install a fast-response, whole-body respiration calorimeter (RC) at the Grand Forks, North Dakota, Human Nutrition Research Center, to measure respiratory gas exchange and energy metabolism of humans for research. This is a notice of intent and is not a request for competitive quotations or proposals. No solicitation is available. This notice is issued to comply with FAR part 5 - Publicizing Contract Actions. This sole source action is conducted under the Small Business Innovation Research Program Policy Directive and the Small Business Innovation Development Act of 1982 (SBIDA), Public Law 97-219 (codified at 15 U.S.C. 638); which provides for sole source actions as a result of the Small Business Innovation Research Program (reference 60074 Federal Register / Vol. 67, No. 185 / Tuesday, September 24, 2002 / Notices.
