- THIS IS A SOURCES SOUGHT NOTICE for the M4 Carbine Product Improvement Program, Fire Control Selector Assembly. The U.S. Army, Army Contracting Command - New Jersey, Picatinny Arsenal, is conducting a market survey to identify companies with experience in small arms manufacturing and associated technologies (corporate knowledge, technical expertise, facilities, manufacturing equipment, and product acceptance test hardware) to determine possible sources for the manufacture of Fire Control Selector Assembly, US Army Part Number 13027935, NSN: 1005-01-585-6042. This requirement is in support of the M4 Product Improvement Program (PIP). The Fire Control Selector Assembly is for the M4/M4A1 Carbine and is produced to a Government Technical Data Package (TDP). The Fire Control Selector Assembly improves Soldier interface, suitability and effectiveness, by adding a selector switch for SAFE/SEMI/FULL on both the left and right sides of the lower receiver. The Fire Control Selector Assembly will be inclusive of a single Modification Work Order (MWO) kit to convert fielded M4 Carbines to M4A1 Carbines. The kit will be installed by the U.S. Government. The following is being provided for planning purposes in response to this sources sought notice. Should a competitive solicitation be released, the resulting contract type would be a four (4) year Firm-Fixed-Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with minimum/maximum quantities or a FFP base with options. A future contract shall require the successful completion of a First Article Test, and ongoing Lot Acceptance Tests. Should a resulting contract be awarded, the First Article Sample would be submitted to the Government 180 days after contract award, and monthly production deliveries would commence within 30 days after Government approval of the First Article Sample. Production Deliveries would be a quantity of 8,000 per month. Response: Interested responsible firms should submit information, literature/brochures not exceeding twenty (20) pages describing production capability and quality assurance plan. Submitted information should address: a) the current monthly sustainable production rate; b) production lead time needed to meet First Article Test and the monthly delivery quantity of 8,000 per month; c) a description of additional resources needed in order to meet a delivery rate of 8,000/month if applicable; d) key tooling and equipment (i.e. cutting/milling, casting) available to meet the requirement; e) production of similar items whether other Government/Military contracts or Non-Governmental contracts and the monthly production quantities of such; f) description of quality assurance plan, including certification or compliance to ISO 9001:2008 (or equivalent). Submissions shall include a Rough Order of Magnitude (ROM) unit price estimate for the following ranges 5,000-25,000; 25,001-50,000; 50,001-75,000; 75,001-100,000 for each production year from FY13 thru FY18. The ROM will be used for planning purposes only. Any pricing data should be sent, if available, and at no cost to the US Government. Vendor Questionnaire: In addition to the above, the following questionnaire is to obtain information from industry to further assist in market research. The Technical Data Package (TDP) for the Fire Control Selector Assembly is categorized as Distribution F and is restricted within the terms of the License Agreement. This TDP contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec 2751, et seq.) or Export Administration Act of 1979 (Title 50, U.S.C., App 2401, et seq.), as amended. Violations of these export laws are subject to severe criminal penalties. This also applies to distribution of the TDP to all Subcontractors at every level. Pursuant to an existing Technical Data Sales and Patent Licensing Agreement, the manufacture of the Fire Control Selector Assembly is restricted to manufacture within the United States and its Territories, Island Possessions and Protectorates. The U.S. Government requires a Use and Non-Disclosure Agreement (NDA) to be executed by an authorized representative of the respondents firm before access can be granted to the technical data. Drawings will not be provided as part of this Market Survey / Sources Sought Notice. This market survey is for information and planning purposes only and does not constitute a Request for Proposal (RFP). This Market Survey is not to be construed as a commitment by the US Government or otherwise pay for information solicited. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. Respondents will not be notified of the results of this survey or results of information submitted. Any hardcopy information provided will not be returned.
