- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation. The solicitation document, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-56. This acquisition is unrestricted and will be awarded as a firm-fixed price contract for Commercial Items using simplified acquisition procedures. Responses are due on or before Thursday, May 25, 2012. The estimated magnitude of this procurement is between $25,000.00 and $100,000.00. The North American Industry Classification System (NAICS) Code is 811490. The National Park Service, United States Park Police (USPP), New York Field Office, has a requirement to repower Vessel M-2 to bring it back to its original working standards as described in the attached Statement of Work. Therefore, any items not specifically noted, but necessary for performance in accordance with accepted practices and industry standards, shall be furnished under this contract for this type and size vessel. The USPP seeks to have the vessel hauled and blocked at a facility that meets the USPP standards for security, within a 20 mile radius of the USPP Facility in Rockaway, Queens. STATEMENT OF WORK UNITED STATES PARK POLICENEW YORK FIELD OFFICEENGINE REPLACEMENT FOR VESSEL M-2 IntroductionThe United States Park Police (USPP) has a requirement to repower Vessel M-2 to bring it back to its original working standards. BackgroundVessel M-2 was purchased by the USPP in 2002. The vessel is a 34' Aluminum catamaran with twin turbo diesel motors and Jet drives. The vessel has been in service since it was delivered and is the backbone of the fleet. After 9 years of constant service in a constant saltwater environment, it is showing signs of wear. Recently the vessel experienced a catastrophic failure of the port engine, requiring the vessel to be repowered. ObjectiveThe objective is to bring the vessel back to a mechanically fresh condition. All work shall be in accordance with current and accepted standards and practices for this type and size vessel. Scope of WorkThe USPP seeks to have the vessel hauled and blocked at a facility that meets the USPP standards for security, within a 20 mile radius of the USPP Facility in Rockaway, Queens. At that facility, the following work is to be done: A.Engine Room- Remove one Cummins 370B series motors completely from the vessel- Install one Cummins Reconditioned 6BTA 370@ 3000 turbo diesel engine - Install new Torsion Adapter for ZF Marine transmissions- Install two new 6 volt batteries and one new 904D Battery B.Internal Hull- All valves must be of non corrosive material- Replace 2 engine thru hull valves- Replace one generator valve- Replace one A/C valve- Clean and degrease bilge including aft C. Vessel- Entire vessel to be cleaned removing any and all debris, grease, and any other fluids, stains to the satisfaction of USPP personnel. Requirements -All parts, except the engine core, that has been removed and replaced shall be returned to the government to be inspected by USPP personnel. -All gauges shall be functional. -The manufacturer shall provide a full 2 year manufacturer's warranty. -A sea trial shall be performed and passed to meet Cummins' requirements before acceptance of work.
