Description
Evaluation Factors for Award Statement of Work The purpose of this notice is to inform the public that the National Institute of Standards and Technology (NIST) intends to issue a solicitation under FAR Part 15 procedures for the development/modification of an existing software prototype developed by NIST to facilitate the analysis and maintenance of air handling units in office buildings. This requirement is NOT considered to be for commercial items. THIS NOTICE IS NOT A REQUEST FOR QUOTATION OR PROPOSAL. NIST intends on posting the official solicitation approximately 16 days from the date that this notice is posted. This requirement is related to the Sources Sought Notice posted to FedBizOpps under the reference number NB732020-12-02300, in addition to the recently cancelled Solicitation number SB1341-12-RQ-0272. The associated North American Industrial Classification System (NAICS) code for this procurement is 541511- Custom Computer Programming Services. NIST anticipates that this requirement will be competed under Full and Open Competition. Please see the attached Statement of Work for a full description of the requirement. The Government anticipates the award of a firm-fixed-price contract to the offeror that offers the best value to the Government using the Lowest-Priced, Technically Acceptable method. Please see the anticipated evaluation factors for award for a description of the minimum requirements that must be met in order for an offer to be considered technically acceptable. The attached Evaluation Factors for Award may be modified by the date of issuance of the solicitation. The attached document "Evaluation Factors for Award" is only a description of the anticipated factors.
