Description
Justification/Approval The Federal Bureau of Investigation (FBI) intends to award a sole source contract to BAE Systems Information Solutions, Inc., 2525 Network Place, Herndon, VA 20171 to upgrade and replace the FBI's aging XTS-400 systems. In order to mitigate potential risks and vulnerabilities in the XTS-400 platforms, BAE Systems will provide XTS-500 infrastructure platforms. The XTS-500 systems will strengthen the FBI's ability to continue to operate their cross domain services applications with enhanced functionality and security in the face of emergent risks such as leaks and other threats. The period of performance, to include system and software operation and maintenance support services, is one base year and four option years. Market research efforts concluded that only by procuring a follow-on system that is already compatible with the FBI's cross domain architecture, could the FBI obtain an enterprise cross domain platform that can be installed and implemented without extensive and costly reprogramming of existing cross domain solutions, time-intensive certification and accreditation of multiple systems, and retraining of government personnel, all which have the potential to adversely impact the security and integrity of the FBI's classified systems. BAE is the sole developer and manufacturer of the XTS-400 system platform and has over 20 years of experience supporting XTS systems in the FBI environment. In addition, BAE has the requisite intimate knowledge to upgrade this system with little risk to the FBI's critical financial and law enforcement applications. The FBI has determined that only BAE Systems Information Solutions can fulfill this requirement without substantial schedule delays, risks and duplication of costs. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement."
