Description
GA Operational Units Current Kit Descriptions TITLE: GUARDIAN ANGEL (GA) TECHNICAL RECOVERY SYSTEM PURPOSE: The Aeronautical Systems Center (ASC) is soliciting information to identify possible sources to provide a standardized set of technical recovery system kits, specifically confined space and extrication kits. The purpose of this RFI is to assess the capabilities of suppliers to accomplish the following objectives: a) acquire chosen solution, b) package solutions, c) train users on chosen equipment, and d) conduct market research and recommend product improvements to the government. BACKGROUND: Guardian Angel (GA) forces are tasked to extricate personnel and sensitive material from military aircraft, vehicle wreckages and damaged or destroyed buildings. The current equipment utilized to accomplish this mission is contained in four Commercial Off The Shelf (COTS) kits: Rapid Extrication Deployment System (REDS) Kits, Confined Space (CS) kits and Structural Collapse (SC) kits. There are two types of REDS kits -- heavy and light. Specifics for these kits are shown below; items currently in kits are primarily Non-Developmental Items (NDI). This Request for Information (RFI) is issued for informational purposes only and does not constitute a solicitation or commit the government to award a contract now or in the future. Submitting information for this RFI is voluntary and participants will not be compensated. 1. Respondents to this RFI should describe their ability to procure the following kits and training associated with each: See attachment (1) for the current list of COTS items. A. Extrication Kits: This consists of 2 systems - a heavy REDS system and a light REDS system. i. REDS Kit (Heavy) - This kit contains the following types of equipment in a waterproof, unbreakable case: cutters, spreader, hydraulic pump, 6 and 14 foot chains, crash ax, hacksaws and spare blades, fire blanket, reciprocating saw and spare blades, air pump, three air lift bags (capable of lifting 12 tons, 24 tons, and 36 tons respectively) and small Ram kit. The government intends to procure approximately 18 kits. ii. REDS Kit (Light) - This kit contains the following types of equipment in a waterproof, unbreakable case: lowering harness with 2-inch nylon webbing with associated hardware and risers, hydraulic pump, combo tool, hose extension for extraction tools, crash ax, hacksaw with double blades, reciprocating saw with extra blades and tool kit, 3 lift bags with 1-way valves (capable of lifting 1 ton, 7 tons and 10 tons respectively), air pump, 2 x 3 foot fire blanket and 6 and 14 foot chains. The government intends to procure approximately 78 kits. B. Confined Space Kits: The overall weight of CS Kit shall allow overland transportation by 4-6 personnel. i. Micro Insertion Extraction System - The following types of equipment are contained in the micro insertion extraction kit: micro rescue hauler, 200 feet of 9mm rope, large rope bag, micro double pulley, 15 feet of black webbing, large auto carabineer, micro figure 8 and prusik sling (30 inches of 5 mm rope). The government intends to procure approximately 23 Kits. ii. Heavy Insertion Extraction System - The following types of equipment are contained in the heavy insertion extraction kit: rescue hauler, 200 feet of 11mm rope, free running Gibb's ascender, rope bag, 3-inch double pulley, six foot utility strap, large carabineer, figure 8, prusik sling (30 inches of 8 mm rope), belay device (such as a GriGri), HAZMAT absorbent material (either a case or a tube) - all contained in a tactical confined space bag. In addition, the heavy system will include items such as struts and threads, and rescue camera kit. The government intends to procure approximately 23 Kits. C. Structural Collapse Kits - The overall weight of SC Kit shall allow overland transportation by 4-6 personnel. The following types of equipment are contained in the structural collapse kit: Split apart lifter, litter hoisting sling, patient lashing strap, walkabout baton kit, 25 ft measuring tape, fine point sharpie, carpenter pencils, shoring hammer, tactical structural collapse bag, percussive rescue tool, hammers, carpenter's apron, spray paint, nails, lumber crayon, pre-cut wedges and 4x4s, patient straps, escape air system, tripod, contaminated water personnel protection equipment, self-contained breathing apparatus, scene lighting, electrical generator, I-beam clamps and lift bags, 22 oz steel framing hammer, carbide chain, percussive rescue tool, swivel bases, angle bases, 30" hooligan with black claw, 20" rescue chainsaw, forcible entry tools, crow bars, 14" quick cut off saw, low pressure lift bag system, 22" emergency lift bags, and a 10' inflation hose. The government intends to procure approximately 17 Kits. D. Training: Describe the approach to training the end user on the elements of each kit. Training is currently conducted through classes of 15 students each, with the ability to provide additional classes as requested. Trainer experience level should be equal to a senior Pararescuemen (PJ) or equivalent DoD personnel. Training is preferred to be conducted at the contractor's facility or at a site designated by the end user, located either CONUS or OCONUS at a rate of 1 class per fiscal year. The end user will determine training location. Please see attachment (2) for locations of current operational units in need of training. At a minimum address: i. Operator training: Should include, but not be limited to, the ability to safely setup, operate and maintain kit components at the operational level, including troubleshooting. Training shall be designed and adapted specifically to meet Air Force Specialty Code (AFSC) 1T2X1, or equivalent DoD personnel. PJ requirements include realistic operational scenarios utilizing all pieces of the Heavy REDS, Light REDS, Structural Collapse, and Confined Space kits. ii. Maintainer training: shall provide specific courses/skills on components that require calibration, certification or intense periodic maintenance. 2. Describe current or previous efforts similar in nature if applicable. 3. Two (2) paper copies should be submitted to the program office as outlined in paragraph 4. Paper copies must be clearly labeled "Proprietary/Competition Sensitive Information" on the cover sheets and, in close proximity to this type of information, on each applicable page. Proprietary/Competition sensitive information will be protected from disclosure. E-mail copies of the paper submittal will be accepted. 4. Responses shall be received no later than May 2, 2012.
