- THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a Request for Proposal. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The General Services Administration (GSA) is seeking firms that qualify under the U.S. Small Business Programs cited in the Federal Acquisition Regulation (FAR) Part 19, including small business (SB), veteran-owned small business (VOSB), service-disabled veteran-owned small business (SDVOSB), HUBZone small business, small disadvantaged business (SDB), and women-owned small business concerns (WOSB). THIS IS A SOURCES SOUGHT ANNOUNCEMENT, FOR PLANNING PURPOSES ONLY, to identify valid sources and to gauge the business interest of general construction firms for repairs and alterations-including design-build-to Government owned and leased space in various buildings, within the States of Georgia and Florida. MARKET RESEARCH IS BEING CONDUCTED to determine if there are small businesses with the capabilities and experience to perform the required work. GSA will use information obtained, through this sources sought, to develop an acquisition strategy. THIS IS NOT A REQUEST FOR OFFERS OR PROPOSALS. THIS NOTICE DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO ISSUE A SOLICITATION OR AWARD A CONTRACT. THE GOVERNMENT IS NOT OBLIGATED TO AND WILL NOT PAY FOR INFORMATION RECEIVED AS A RESULT OF THIS ANNOUNCEMENT. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. The estimated cost range, for this project, is between $5,000,000 and $10,000,000. PROJECT DESCRIPTION GSA is seeking qualified general construction firms for renovations, preparation of contract documents sealed by registered professions for design-build purposed within their areas of expertise and the construction thereof; general construction services including wall partition construction, modification and alteration of floor and wall mounted telephones, signal, and power outlets to be included in the modification of associated conduit, surface mounted raceway, and various under floor duct systems; installation of new and the alteration of existing power panels; carpet and carpet tile installation; painting; HVAC duct work modification and repair; door, door frame, and door set hardware installation; installation of various wall coverings and draperies; communications cabling; grid ceiling and lighting installation and modification; modification of existing building fire sprinkler systems; and other such related work which would be outlined in task order and job drawings. Provide design and/or construction related to architectural; structural, civil geotechnical, mechanical, and electrical engineering; hazardous material identification, abatement and monitoring; landscape architecture; elevator, and security planning/design; interior design; life safety/fire-protection; historic preservation requirements; and the checking of shop drawings/materials. The services required for design (in whole or part) is for renovation/alteration projects with design-build requirements. The North American Industry System (NAICS) code for this effort is 236220 (Commercial and Institutional Building Construction) and the Small Business Administration (SBA) size standard is $33.5 million dollars in annual receipts averaged over a concern's latest three (3) completed fiscal years. In accordance with (IAW) FAR 36.204(g) the estimated cost range is between $5,000,000 and $10,000,000. CAPABILITY STATEMENT If you are an interested General Contractor, please provide, with your Written Letter of Interest, a response to the below mentioned (Numbers 1-6). All information submitted is subject to verification. Note : Additional information may be requested to substantiate responses and submissions are limited to ten (10) pages. 1) The Offeror name and address, point of contact, phone number, and e-mail address. 2) The Offeror's interest in bidding on the solicitation, if it is issued. 3) The Offeror's capability to perform a contract of this magnitude and complexity and comparable work performed within the past 5 years - (Describe your performed effort, brief description of the project, customer name, and timeliness of performance, customer satisfaction, and dollar value of the project (minimum information must include the following: Final contract price, project location and a brief description of the project) - provide at least 3 examples. 4) The Offeror's type of small and Business Size (Small Business (SB), Certified 8(a), HUB Zone, Women Owned Small Business (WOSB), Veteran Owned Small Business (VOSB), Small Disadvantaged and/or Service Disabled Veteran Owned Small Business (SDVOSB)). 5) The Offeror's Joint Venture or Teaming information if applicable - existing and/or potential. 6) Offeror's Bonding Capability in the form of a Letter of Surety. The Capabilities Statement, for this Sources Sought, is not expected to be a Request for Proposal (RFP) or Invitation for Bid (IFB), nor does it restrict the Government to an ultimate acquisition approach, but rather short statements regarding the company's ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of a capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. General Services Administration (Region 4) in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will NOT be notified of the results of the evaluation. After completing its analysis, the Government will determine whether to limit competition among HUB Zone, Certified 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Business (SDB), Veteran Owned Small Business (VOSB), Total Small Business, Women Owned Small Business (WOSB), and/or proceed with full and open competition as Other Than Small Business. Offers that do NOT meet all requirements or do not submit within the allotted time will NOT be considered. CONCLUSION All interested contractors should notify this office in writing, by email or regular mail by 2:00PM EST on June 01, 2012.
