- RFP SB1341-12-RP-0019 NIST Computer and Information Security Services (CISS) IDIQ Contract Requirement. The requirement is for commercial Information Technology (IT) Services. The National Institute of Standards and Technology (NIST) Information Technology Laboratory (ITL), Computer Security Division (CSD), has a requirement for a contractor or contractors to provide technical expertise and consultation in multiple specified areas of cyber and information security to ensure that the Division's mission can be met to "provide standards, technology, tools, and practices to protect our nation's information and information systems." This notice follows the Pre-solicitation notice entitled "PRE-SB1341-12-RP-0019." THIS PROCUREMENT IS 100% SET ASIDE FOR SMALL BUSINESSES. The primary standard classification NAICS code is 541519 - Other Computer Related Services with a small business size standard of $25 million. FAR Part 15 Contracting by Negotiation will be used. NIST may award more than one Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract as a result of this RFP. The quality of the proposals submitted in response to this RFP will dictate whether or not it is in the best interest of the Government to award more than one IDIQ contract. The anticipated, estimated ceiling amount of the IDIQ contract is $70 million, over the course of a base period of one year and four option periods of one year each. The official RFP document is attached here, entitled "RFP SB1341-12-RP-0019." Potential Offerors are responsible for monitoring this solicitation and related amendments, if any, from www.fbo.gov. The Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to keith.bubar@nist.gov, and must identify the solicitation number, company name, company address, as well as point of contact name, email address and phone number. Offerors must be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. Pre-proposal Conference NIST will host a Pre-proposal Conference on Friday April 27, 2012 from 10:00 am to 12:00 pm Eastern time. The Pre-proposal Conference will be held at the NIST Gaithersburg, MD campus in Building 101, Heritage Room. The Heritage Room is the only room available, and is only able to hold up to 60 people. Therefore, vendors attending the Pre-proposal Conference are asked to limit the number of representatives to 1 or 2 individuals per company. There will be no call in number provided and the conference will not be webcasted. Vendors who wish to attend the conference must send an email to Keith Bubar at keith.bubar@nist.gov with the following information by no later than Wednesday April 25, 2012 at 9:00 am Eastern time: a. Name of each individual attending b. Company Name c. Confirmation that each individual is a U.S. Citizen (if an individual is not a U.S. citizen, they must email Keith Bubar by no later than Tuesday April 24, 2012 at 9:00 am Eastern time). *Any emails sent prior to the posting of this notice expressing interest in attending the conference will not be considered as official requests. The Pre-proposal Conference is intended to exchange information and resolve concerns involving the requirements, the evaluation criteria, and other aspects of the RFP. Vendors are required to submit any and all questions that they wish to be answered in writing, in accordance with the format prescribed in the RFP, via email to keith.bubar@nist.gov. NIST will post an amendment to the solicitation following the conference with the official NIST responses to all questions asked at the conference. Vendors are encouraged to send their questions in writing prior to the conference.
