- This is a combined synopsis/solicitation for a commercial item, reference number AV2FA04300FA00. Prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The U. S. Special Operations Command intends to procure Anti-collision lights for use on Special Operations aircraft. For full specifications, all interested vendors shall register with DLA Logistics Information Service and provide a certificate form DD2345 Military Critical Technical Data Agreement, to the contacting office below via email. Instructions for the completion of this form can be found at: http://www.dlis.dla.mil/jcp/. FOB point is Destination. Inspection and acceptance shall be at destination by the Government. This announcement constitutes the only solicitation; quotes are being requested and an additional written solicitation will not be issued. This synopsis/solicitation is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures as defined in FAR Part 12. The successful offeror shall accept the binding order by written acceptance of the SF1449 prior to undertaking performance. The NAICS code is 336321. The small business size standard is 500. CLIN 0001 - Anti-Collision Light Systems (Each system shall consist of two (2) lights) QTY-67 Systems UNIT PRICE___________ EXT PRICE______________ CLIN 0002 - Anti-Collision Light Data Package NOT SEPERATELY PRICED Quote Submission Requirements All offerors are required to submit the following: Offerors shall submit a Program Plan on how they will meet the requirements. The Plan shall address, at a minimum: 1) Delivery 2) Technical Performance IAW with SOO 3) Weight 4) Detailed company profile, to include similar items provided for military use and/or previously approved by the FAA. 5) Pricing for all CLINs. Failure to address any of these areas of this RFQ may result in disqualification for award. The following provisions and clauses apply to this acquisition: Clauses Incorporated by Full Text FAR 52.212-2, Evaluation Commercial Items. a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (in descending order of importance): Weight Technical Performance Delivery Past performance Price All quotes will be evalued for technical acceptability and contractor competency. The Government will be willing to pay for a lighter weight system for slightly greater price per unit. Weight is defined as the lights and all hardware for mounting, 18 inches of flying leads, and any unique switches and/or power supply, required for integration of lights into aircraft. All evaluation factors, other than price, when combined, are significantly more important than price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. This acquisition is set aside for the exclusive participation of small business concerns, provided that a minimum of two quotes, in accordance with this combined synopsis/solicitation, are received from responsible small business concerns whose quotes meet the solicitation requirements in terms of technical acceptability, past performance, and fair market price. If the Government receives only one such responsive quote from a small business concern, the Government reserves the right to make award to this source's quote or to withdraw the small business set-aside and award on the basis of full and open competition to any all responsible offeror (including large business concerns).
