Description
The U.S. Department of Energy (DOE), Office of River Protection (ORP) intends to award a firm fixed price modification to Contract Number DE-AC27-07RV14884, by means other than full and open competition. DOE-ORP intends to award a sole source contract modification to Energy Solutions, LLC, located at 6100 Chevy Chase Drive, Laurel, MD, 20707. Work associated with Modification 016 will support development of the vitrification process for the Hanford Tank Waste Treatment and Immobilization Plant (WTP). The WTP is expected to treat both High-Level Waste (HLW) and Low-Activity Waste (LAW). Task 1: Melter Testing of New High-Bi High-Level Waste (HLW) Formulations. Work under this task will be directed at determining the effect of the processing characteristics of newly developed glass formulations for high-Bi HLW. The HLW glasses for melter testing will be selected from previous work for DOE-ORP. Processing characteristics of the selected glass formulations will be assessed using DM100 melter tests. The melter tests will be used to determine feed processing rate, cold-cap behavior, feed carry over, etc., and to identify any processing issues. Two DM100 melter tests, each five days in duration are planned using two different high-Bi HLW glass formulations. The task involves submittal and approval of a test plan, completion of DM100 melter tests, and completion of a portion of the data analysis and reporting. Task 2: Enhanced Low Activity Waste (LAW) Glass Property-Composition Models. WTP has developed glass property-composition models to control glass compositions for LAW vitrification at Hanford. These models are based on data from crucible scale tests to large scale LAW Pilot Melter tests, providing high confidence in the models and glass compositions selected for waste processing. However, these models are based on the glass property-composition data which have much lower waste loadings than compositions subsequently developed for LAW processing. To utilize the advantages of the new higher waste loading formulations for LAW processing at the WTP, the LAW glass property-composition models need to be updated to incorporate these new compositions. This task involves submittal and approval of a test plan, complete assessment of the LAW glass database, and design of composition matrices to augment the database. Competition Exception:DOE-ORP has determined that this requirement can only be satisfied by the unique services offered by Energy Solutions, LLC. The statutory authority permitting this action is 41 U.S.C. 253(c)(1), where a determination has been made that the supplies or services required by the agency are available from only one responsible source and no other supplies or services will satisfy agency requirements. Energy Solutions, LLC, through its exclusive agreement with Catholic University of America (CUA), Vitreous State Laboratory (VSL), is the only firm that is uniquely capable of providing the technical expertise and facilities necessary to complete the tasks described above. These tasks will be performed at the glass development laboratory and melter test facility at CUA-VSL, in Washington, D.C. Performance of these tasks requires the use of a DM100 melter, which resides at CUA-VSL, and expertise with LAW glass composition models. Energy Solutions, LLC, is the only source with th e required equipment and technical expertise to perform the work in the required timeframe.
