Description
The Mission Installation Contracting Command, Mission Contracting Office -ATEC Division, is seeking potential sources that are capable of providing services (the augmentation of the current Real-Time, High Accuracy, Low Cost Networked GPS Positional Location Systems. The NAICS Code for this requirement is 334220- Global Positioning System (GPS) equipment and the small business size standard is 750 employees. Services to be provided for this effort are the following: 1. The Contractor shall demonstrate the technical capability of providing miniature recording/tracking device with RF transmission to the central command and control facility. The system must interface with MILES training equipment, and visual indications of a correctly functioning unit. 2. This system shall contain commercially available components. All embedded IT hardware/firmware components/software shall be developed based on open system architecture. The system shall be upgradable to ensure DoD Global Information Grid (GIG) compliant. 3. Upon delivery to the Government and after acceptance, the Government shall own all rights to the equipment and the software/firmware that resides on the unit. 4. The completion of this effort shall be performed in two phases IDIQ contract. Anticipated the quantities will a minimum 4 units and a maximum of 1500 units. Phase I shall be the development and production of 4 prototype miniature devices and one receiving base to demonstrate the system and its capabilities. Phase 2 shall be the production, under an IDIQ contract for the delivery of up to 1500 systems to be exercised upon successful demonstration and acceptance by the Government of the Phase I effort. THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY.A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice, nor the information received, nor reimburse participants for the information they provide. MCO-ATEC Division is interested only in identifying interested and capable small businesses and receiving industry feedback to improve the acquisition process as part of the market research. MCO-ATEC Division reserves the right to determine if a SB set-aside is appropriate as well as one of the targeted social-economic programs (Women Owned, or HUBZone, Service-Disabled Veteran-Owned, or 8(a) program) based on the responses to this notice and other pertinent information gathered. In order for the Government to make a determination, it is emphasized that all concerns provide sufficient written information to indicate their capacity and capability to successfully meet the requirement. If you are an interested, please the following provide the following information: 1) small business size category; 2) DUNS number and CAGE code; 3) demonstrate your company's ability and capacity to develop and produce these systems; and 5) include any past performance information on Government contracts of similar nature, size, scope and complexity. All interested parties should provide a Statement of Capability (no more than 10 pages) Electronic responses are preferred and telephonic request for information will not be honored. No request for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Responses are due no later than 12:30 p.m., Central Standard Time, on May 21, 2012, to the attention of David a.Higginbottom, Contract Specialist, referencing the solicitation number provided in this notice, via e-mail to david.a.higginbottom.civ@mail.mil.
