- FA8751-12-R-0022 Representations & Certifications Addendum This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-12-R-0022 is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-58 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20120330. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This procurement is being issued as a total small business set-aside under NAICS code 334210 and small business size standard of 1000 employees. The small business size standard for a concern which submits an offer in its own name, but which proposes to furnish a product which it did not itself manufacture, is 500 employees. The contractor shall provide the following items on a Firm Fixed Price (FFP) basis, including the cost of shipping FOB Destination. ITEM 1: Network Local Traffic Manager Switch QTY: 2 DESCRIPTION: F5-BIG-LTM-8900-R or equal, with the following minimum specifications: -12 Gbps traffic throughput -Hardware SSL: 500 transactions per second (TPS) included, scalability to 58,000 TPS (1K keys) and 10,000 TPS (2K keys) maximum -9.6 Gbps bulk encryption at maximum throughput -50 Mbps hardware compression included, scalability to 8 Gbps maximum -No software compression -64 bit TMOS software architecture -Dual CPU quad core (8 processors) -16 GB memory -Two 320 GB hard drives (RAID 1) -16 GbE CU ports -8 LX / 4 SX Gigabit fiber ports (SFP) -Dual 850W power supply -450W typical power consumption (110v input) -90-240 VAC +/- 10% auto-switching, 50/60 Hz input voltage -Less than 1540 BTU/hour typical heat output -Approximate dimensions: 3.5 inch H x 17.5 inch W x 21.5 inch D -2U industry standard rack-mount chassis -Less than 46 pounds including dual power supply -32 to 104 deg F operating temperature, 5 to 85% relative humidity (at 104 deg F) -Meets UL 60950 (UL1950-3), CSA-C22.2 No 60950-00, CB Test Certification to IEC 950, EN 60950 safety agency approvals -Meets EN55022 1998 Class A, EN55024 1998 Class A, FCC Part 15B Class A, and VCCI Class A certifications/susceptibility standards -RoHS compliant ITEM 2: Extended Service Agreement QTY: 2 DESCRIPTION: F5-SVC-BIG-PRE-HW64 or equal, with the following minimum specifications: -1 year parts replacement, shipping included -Repair time within 24 hours, available 24 hours per day 7 days per week -New releases update -Technical support and phone consulting, available 24 hours per day 7 days per week -Product information support by web support 24 hours per day 7 days per week -Product information support by web knowledge base access -Product information support by email notification ITEM 3: Product Support Consulting QTY: 2 DESCRIPTION: F5-CST-5 or equal with the following minimum specifications: -Onsite (any combination) for 5 days each (i.e. 80 hours total for quantity of 2) -Flexible support such that hours can be used incrementally -One manufacturer authorized engineer to assist government personnel with design and planning, implementation, configuration, optimization, application deployment, upgrade and migration, design review and verification, custom scripting and application monitor development. ITEM 4: Training QTY: 1 DESCRIPTION: F5-TRG-ONSITE-5 or equal with the following minimum specifications: -Onsite (any combination) for 5 days -Approximately 2 day course on local traffic manager product essentials which provides network personnel with a functional understanding of the product and includes topics of installation, configuration, and management on both a single system and redundant pair. Methods to be used are lectures, demonstrations, hands-on labs, and group discussions. -Approximately 2 day course on local traffic management product which provides network personnel with advanced training on installation, configuration, and management, including the use of command line interface. Training shall address advanced configurations that require application of multiple product features. Methods to be used include lectures and hands-on labs. Training shall be suitable for users who have understanding of product essentials or equivalent certification. -Flexible training on any relevant topic during additional time. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The expected delivery date is within 2 months After Receipt of Order (ARO). All deliveries shall be made in accordance with FAR 52.247-34 FOB Destination (NOV 1991). The place of delivery, acceptance, and FOB destination point is Lackland AFB TX. The final address details will be provided to the contract awardee. The provision at 52.212-1, Instructions to Offerors - Commercial Items (FEB 2012), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are: (b) Written proposals are due by 3 PM (ET) WED 25 APR 2012. Offerors are encouraged to submit their proposals using the SF1449, Solicitation/Contract/Order for Commercial Items. (b)(4) Provide a technical description of the items being offered in sufficient detail for the Government to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents, if necessary. (b)(10) Submit past performance information for contracts completed within the previous three (3) years for efforts relevant in terms of scope and magnitude to the work described in this solicitation. Include contract/project numbers, current points of contact with telephone numbers and email, a brief contract/project description, and any other relevant information. (b)(11) Include a statement verifying that your firm is capable of conforming to the requirements of DFARS clause 252.211-7003 "Item Identification and Valuation". This clause requires the contractor to provide Unique Identifiers (UIDs) for certain items with unit price greater than or equal to $5,000. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within four (4) days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. The provision at 52.212-2, Evaluation -- Commercial Items (JAN 1999) applies. In addition to the information in paragraph (a), the following factors shall be used to evaluate offers: (i) PRICE and (ii) TECHNICAL ACCEPTABILITY (including Past Performance). To be considered "technically acceptable", the product being offered and the offeror's past performance both have to be considered acceptable. Both evaluation factors are of approximately equal importance. The Government intends to award a contract to the lowest priced, technically acceptable offeror. The representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items (APR 2012) and ALT I (APR 2011) must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. Therefore, offerors are required to complete only paragraph (b) of this provision and submit it with their proposal. In addition, offerors shall complete and submit the representations and certifications at DFARS 252.212-7000, Offeror Representations and Certifications--Commercial Items (JUN 2005), DFARS 252.209-7998, Representation Regarding Conviction of a Felony Criminal (MAR 2012), and DFARS 252.209-7999, Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law (JAN 2012).
