Description
This is a pre-solicitation notice to announce that the Department of Homeland Security, Federal Emergency Management Agency/National Emergency Training Center, intends to issue an Invitation for Bid (IFB), HSFE20-12-B-0022, to upgrade the campus fire alarm system campus wide; install flush mount floor receptacles in Bldg. J classrooms; install a public address system in Buildings A, C-East, C-West, D, E, F, H, T and I; install energy monitoring equipment for building sub-metering on the campus in buildings that are not equipped with metering equipment; and upgrade of campus fire alarm network. All work is to be performed at the National Emergency Training Center in Emmitsburg, MD. The successful contractor shall provide all labor, materials, tools, and equipment to accomplish the work. IFB ISSUANCE DATE: The anticipated issuance date of the IFB is on or about May 8, 2012, with an anticipated closing date of June 11, 2012. The anticipated period of performance is 365 calendar days after receipt of the Notice to Proceed. Note: There will be a public bid opening for this requirement. The IFB will be posted and available for download at the Federal Business Opportunities website (www.fbo.gov) on or about May 8, 2012. Award shall be made to the lowest price responsive bidder. Any amendments issued to the solicitation will also be available at the FBO website mentioned above. NO HARD COPY DOCUEMNTS WILL BE ISSUED. SITE VISIT: All information about the site visit will be forthcoming in the solicitation package. GENERAL INFORMATION: IAW FAR 36.204, the estimated magnitude of this project is between $1 million and $5 million. The applicable NAICS code for this action is 238210 (Electrical Contractors and Other Wiring Installation Contractors), the Small Business Size Standard for this NAICS is $14.0 Million, in average gross annual receipts for the past 3 fiscal years. This project is subject to the Davis-Bacon Act. Bonds will be required as follows : Bid Guarantee - 20% of bid price; Performance and Payment bonds - 100% of the contract price. Be advised that the requirement may be delayed, cancelled, or revised at any time during the process based on decisions related to Department of Homeland Security and Federal Emergency Management Agency changes. This project will be set-aside to certified Service-disabled, veteran-owned small business concerns (SDVOSBs). CENTRAL CONTRACTOR REGISTRATION INFORMATION: To be eligible for a Government contract, contractors must be registered in the Central Contractor Registration (CCR) Government system prior to award. The link for the CCR can be found at http://www.ccr.gov. We advise potential bidders to begin the registration process when they prepare their bid to ensure the registration in the CCR database is complete and in-place should they be selected for award (see FAR Subpart 4.11). ONLINE REPRESENTATIONS & CERTIFICATIONS APPLICATION (ORCA): Prospective contractors shall complete the electronic annual representations and certifications at https://orca.bpn.gov in conjunction with required registration in the CCR database (see FAR Subpart 4.12).
