- The U.S. Army Engineer Research and Development Center Environmental Processes Branch (EP-P) has been tasked with procuring movement and location data of 30 Double-crested Cormorants to be captured and fitted with Argos Satellite Platform Transmitting Terminal (PTT) Harness Transmitters. The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with CLS America Inc., 4300 Forbes Blvd Ste 110, Lanham, MD 20706-4369, as the only responsible source that can provide the monitoring capability necessary to receive satellite transmissions, process the data, and present it in a meaningful format. The following specifications are required to procure the location data for the satellites to meet the needs of this study: a.Capability of receiving transmissions from transmitting satellite tags that provide user defined signals to the Argos Satellite System, a global, polar-orbiting, satellite-based location and data collection system. These satellites pick up the signals from the on-ground transmitters (on the birds), store them, and then relay back in real-time to receiving stations. These stations then process the data and distribute back to the researchers. b.The satellites must be able to receive transmissions at 60-second intervals; only the Argos Satellite System provides such capabilities. c.The satellites must be able to receive transmissions in the 400-500 MHz range; only the Argos Satellite System provides such capabilities. d.Received location data for satellites must be processed through a Kalman Location Processing procedure. This procedure produces a statistically optimal estimate of locations in real time using a weighted average approach. Only CLS American, Inc., provides Kalman Location Processing as standard in the data collection capability provided by the Argos Satellite System. e.Satellite transmitters used to track cormorants are specially ordered and constructed to be monitored by the Argos Satellite System; no other compatible monitoring system exists. CLS America, Inc., is the only company in North America that can monitor, process and disseminate data from the orbiting Argos Satellite System; this company is the only one that can meet the exact specifications needed for cormorants during the duration of our project (May - Oct12), and that will permit web access for downloadable movement data. This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 518210 with a Small Business Size Standard of $25 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product. All capability statements received by the closing date of this publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
