- THIS IS A SOURCES SOUGHT NOTICE FOR MARKET RESEARCH ONLY. NO AWARD WILL BE MADE FROM THIS NOTICE. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS ARE AVAILABLE. DO NOT REQUEST A COPY OF A SOLICITATION. TITLE: Design and Renovation of Security System of the U.S. Courthouse and Post Office located in Lexington, Kentucky. This NOTICE is published to gain knowledge of potential small business construction companies in the following categories: Service-Disabled Veteran-Owned Small (SDVOSB) and Woman-Owned Small Business (WOSB) located in or around the vicinity of Lexington, KY. Potential Contractors with the skill, capabilities and bonding necessary to perform the project work described are invited to provide a Capability Statement as described below. Capability Statements will be evaluated solely for the purpose of determining whether this construction contract will be Set-Aside for SDVOSB or WOSB. The solicitation for this project is targeted for release on June 1, 2012 with a desired award date NLT September 14, 2012. The estimated cost range of the entire contract including options has an order magnitude between $4,000,000 and $6,000,000. NAICS code 236220, Commercial and Institutional Building Construction, applies to this project with size standard of $33.5M gross income. Please note that under FAR 52.219-14(3) the Contractor shall perform at least 15% of the cost of the contract, not including the cost of materials with its own employees. PROJECT DESCRIPTION The intent of this project is to design and construct security improvements for the US District Courthouse and Post Office located at 101 Barr Street in Lexington, KY. The improvements include site utility improvements / blast protection, site parking and building entry improvement and circulation zoning / control improvements. BONDS Bid, Performance, and Payment bonds will be required in the total amount of the proposed cost and/or contract award price: minimum bonding capacity estimated at $5M per contract. CAPABILITY STATEMENT The following statements will apprise the General Services Administration of prospective Contractor capabilities required by the above Project Description. Please provide your response to the following and limit your submission to 1 page. 1) Contractor’s name, address, point of contact, phone number, and e-mail address. 2) Contractor’s DUNS and CAGE Code 3) Contractor’s capability to perform a project of this magnitude and complexity, and comparable work performed within the past 5 years. Provide brief descriptions of at least 3 projects that were performed as design-build/construction projects in an occupied building, including the project name, contract number (if federal government), timeliness of performance, customer satisfaction, and dollar value of the project. For each example, describe if the project was self-performed or a team effort. Also include any projects that were performed in an historic building that totaled over $4 million. 4) Contractor’s small business classification: Service Disabled Veteran Owned Small Business and/or Women-Owned Small Business. 5) Contractor’s Joint Venture or Teaming information if applicable – existing and potential – and the same information for the mentor company as described, above, for small business. 6) Contractor’s Bonding Capability in the form of a letter from Surety, per contract and aggregate amounts. 7) Contractor should illustrate experience and familiarity with the local market of Lexington, KY through listing projects done in the area or showing a local office in the area.
