B-2 in Hangar Transmit/Receive UHF Request for Information Posted Date: 20 April 2012 Response Date: 7 May 2012 Classification Code: 5895 NAICS Code: 334220 Size Standards: 750 employees 1. 509 CONS/LGCB is seeking industry feedback for a UHF SATCOM re-radiation systems in B2 hangars. 2. The Government has a requirement for a contractor to design, demonstrate, furnish, install, and test (EFIT&P) UHF SATCOM re-radiation systems in B2 hangars; however we are seeking any feedback to verify that these services can be procured as described below. 3. This system will allow B-2 aircraft to communicate via unaltered aircraft UHF SATCOM configurations while inside of the hangar. Design system will repeat and allow connection of B-2 UHF MILSTAR, Harris PRC-117F/G HPW, PRC-234 UHF VSAT and MIL-STD-181 communications through UHF satellite systems while inside the hangar. Hangar doors are East/West facing and can be opened up to 30 feet during preflight operations. System must be deconflicted from maintenance and operations. System must provide single on/off switch at ground level with clearly visible (flashing light) indication of operation status from 100-200 feet. Other requirements: We need a two-way repeater that --- Accepts 20-100W radiated at 30-100 feet distance on hangar side. Site visit may be needed, at contracts expense, to measure signals in the dock. Cost for site visit will not be incurred by the Government. Must coordiante in advance. 250-440MHz (add MILSTAR freqs if they are not in that range). Signal bounce rejection for a 180x40x80 foot metal hangar with structure. 20-40W radiated power on roof side. Auto configuration equipment - no training required for operations. Standard US AC power available. Circuit breaker system for fire and equipment protection. Protection of equipment from overdrive damage. System must provide single on/off switch at personnel level with clearly visible (flashing light) indication of operation status from 100-200 feet 4. 509 CONS/LGCB requests interested, qualified sources to respond to this RFI. Please be advised this is a request for information by the Government, and does not obligate the Government to reimburse any cost associated with preparation and/or submission of this information. Consequently, the Government will not reimburse any vendors for the cost incurred to provide information for this effort. The RFI does not guarantee the Government will issue a Request for Proposal (RFP) or award a contract for supplies or services. Instructions for submittals are provided below. 5. 509 CONS/LGCB will use the information gathered in the RFI to help assess the need for changes to the requirement and availability of services. However, failure to respond to the RFI does not preclude proposal submittal should a formal acquisition be announced. Responses from small businesses and small disadvantaged business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and/or economically disadvantaged business, 8(a) firm, historically black college, and/or minority institution. 6. Respondents should provide a non-proprietary response to this RFI if possible. If proprietary material is deemed essential, all proprietary information should be clearly marked and associated restrictions on Government use identified. All responses must be signed and submitted by email in Microsoft Word format. The Government may not accept company literature or marketing materials. Responses are limited to twenty-five (25) pages in length, and font size should not be smaller than 12 pt font. The Government will not consider pages in excess of this limitation. 7. 509 CONS/LGCB requests respondents deliver one (1) electronic copy no later than 7 May 2012. Electronic copy should be in Microsoft Word format. All communication associated with this RFI shall be directed to the personnel listed below.
