- The requirement for this acquisition is for the procurement of four (4) nose stands that fit around the nose of the B-1 aircraft to support the Integrated Battle Station (IBS) Program at the Maintenance, Repair & Overhaul Technology Center (MROTC). The contractor shall provide for the design, manufacture, delivery, assembly, and any other incidentals necessary to provide four (4) nose stands in support of IBS. This equipment will provide safe access to required areas around the nose of the aircraft while mechanics are performing tasks. The contractor shall provide complete design, project management,manufacture, inspection, testing, documentation, user manuals, training, delivery, tools, assembly, labor, and other incidentals necessary to provide a complete turnkey installation. The Contractor shall provide components, equipment, and parts that are commercial-off- the- shelf (COTS). The Contractor shall identify all components, equipment, and parts that are not COTS. The contractor shall provide the government with unlimited data rights for this purchase. These rights shall include the drawings and any other rights associated with the design, development, delivery, and build of the system. The Contractor shall provide the government with all rights to parts lists, technical data, and technical designs, as set forth in the Statement of Work (SOW). NOTICE OF PRE-BID/PRE-PROPOSAL CONFERENCE (a) A pre-bid/pre-proposal conference will be conducted at Tinker Air Force Base on May 14 2012 at 10:00am for the purpose of answering questions regarding this solicitation. (b) Submit the names of all attendees (not to exceed two to holly.crothers@tinker.af.mil prior to May 10, 2012. (c) Bidders/Offerors are requested to submit questions to the point of contact noted above not later than May 9, 2012. The requirement is for a supply PR# F3YCDT2061B001 5352.201-9101 OMBUDSMAN (AUG 2005) (AFFARS) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the Center/MAJCOM ombudsmen, Business & Mission Support Division Chief, Directorate of Contracting, OC-ALC/PKC, Tinker AFB OK 73145, Phone: 405-736-3273. Concerns, issues, disagreements, and recommendations that cannot be resolved at the MAJCOM/DRU level, may be brought by the concerned party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (703) 588-7004, facsimile number (703) 588-1067. (d) The ombudsman has no authority to render a decision that binds the agency. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
