- The Government is issuing this Source Sought to request infomration for the possible future development of a lightweight X Side Ballistic Insert (L-XSBI) that fits into the side ballistic plate panel for the Improved Outer Tactical Vest (IOTV) and Soldier Plate Carrier System (SPCS), without modifications to the existing carrier. The technical requirements are provided in the attached XSBI Purchase Description (PD) and Statement of Work (SOW), with further details below. The purpose is to collect technical and cost information, including an optional prototype and dry layup, in the event that the responsible acquisition organization receives direction from the Army for further evaluation of the requirement. The Government encourages offerors to recommend realistic threshold and objective L-XSBI weight requirements based on supportive data and what the offeror considers achievable. The acquisition organization responsible for this effort is Product Manager (PM) Soldier Protective Equipment (SPE), Fort Belvoir, VA. In the event the Army decides to proceed beyond the RFI Phase, PM SPE tentatively plans to conduct first article testing (FAT). No production contracts are anticipated at this time. Request interested vendors provide, not later than thirty (30) calendar days of the posting of this RFI, a detailed description of their proposed plate design that meets the PD requirements, as well as a rough order of magnitude (ROM) unit price and the vendor's level of interest to participate in a possible future competitive acquisition to produce FAT test articles. Each vendor's response shall address specific size, weight, shape, performance, and durability requirements as stated in the PD. This information should be provided to the contracting office at US Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Division D, Branch F, ATTN: Mrs. Terri Quick, Contract Specialist, Team Armor, 4118 Susquehanna Avenue, Aberdeen Proving Ground, MD 21005-3013 or by email to theresa.s.quick.civ@mail.mil. For demonstration purposes only, vendors may also submit one (1) prototype model of their design and one dry layup to the responsible acquisition organization at PM SPE, ATTN: MAJ Scott J. Madore, 10170 Beach Road, Building 328T, Fort Belvoir, VA 22060. These items will become the property of the U.S. Government upon receipt. The Government does not guarantee that this source sought notice will result in a Request for Proposal (RFP) or contract award, and will not provide reimbursement for any costs incurred by vendors who respond to the RFI. Interested vendors will be afforded the opportunity to discuss their proposed solutions with PM SPE after all responses have been received, prior to the release of a formal solicitation.
