- SOURCES SOUGHT NOTICE OIS-13-PWSC NAICS 515210 Background: The NRC's public web site ("the site," http://www.nrc.gov), supports the mission and strategic goals of the agency by providing accurate, timely information to NRC licensees, researchers, governments, news media, interested members of the public, and international partners. The site contains over 30,000 web pages and 40,000 documents in other formats, such as Adobe Portable Document Format. The site also links to documents in the agency's Public Document Library of over 800,000 records. In addition, site users who access the search feature found at the top of any page at the site are provided with a web-based search interface (the search site, http://search.nrc.gov), that presents a unified list of matching search results from both the site and the Public Document Library. The NRC currently has a contract with Akamai Technologies, Inc. to provide a world-wide content delivery network that distributes and delivers Hypertext Transport Protocol (HTTP) content and provides Continuity-Of-Operations (COOP) services for both the Site and the Search Site. That contract expires on January 31, 2013, plus a 6-month option to extend the term of the contract. This market research will allow NRC to finalize its strategy to conduct a follow-on acquisition to that contract. Capabilities Required: - Continuous, on-demand website caching, backup and spidering; content delivery; application scripting; site monitoring; site reporting tools; and automatic fail-over capabilities 24 hours a day, 365 day a year. - Site and search site content delivery without interruption to users in each primary Internet Service Provider (ISP) in every country of the world (except where prevented by local governmental restriction or lack of permanent internet connection); - Site and search site compliance the IPv6 while simultaneously continuing to serve users who make requests using the IPv4 protocol; - Site and search site continuous availability should the NRC's origin server(s) (which is/are the source(s) of all content delivered by the CDN for the NRC and is/are hosted at the NRC unless otherwise designated by the NRC) become unavailable for any reason; - Of-site backup of the site and search site with real-time, hot-swap failover in at least two geographically diverse (separated by at least 1,000 miles) locations that are physically located in the United States; - Routing of all requests for content at the site and search site CDN servers physically located in the United States and documented to the NRC before being passed to the NRC origin server; - Ability for NRC to remotely request the removal of any site and search site content by Uniform Resource Identifier (URI) from all CDN servers and to complete the removal; - Ability for NRC to remotely monitor and obtain statistical reports on traffic processed by the CDN for the site and search site (with statistical data cached for a period of 90 days); - Ability for NRC to download archived, compressed, daily log files of all site and search site traffic for a period of 1 year after the files are created; - Ability for refresh interval for content requests made to the NRC origin server can be adjusted by Uniform Resource Identifier (URI) at the direction of the NRC; - Certification that demonstrates compliance with the requirements for a moderate risk system as defined in National Institute of Standards and Technology (NIST) Special Publication 800-60, Revision 1, to meet the requirements of the Federal Information Security Management Act (FISMA) of 2002; - Market penetration by the CDN to ensure that all site and search site content reaches the Internet Service Provider (ISP) of the end user accurately for users around the world; - The ability to verify the arrival of NRC content in the ISP of the end user; - Automatic tracking and control of all content delivered by or cached on the organization's CDN servers in host ISPs such that any Uniform Resource Identifier (URI) found at the site can be removed from all of the contractor's CDN servers in networks world-wide at the client's request. In order to ensure that content requested by the NRC for removal from the site is purged from ISP servers, the CDN must retain control of that content while at the ISP. Otherwise, if the content is passed to an externally controlled server, the CDN loses control of the content. Thus, when content is scheduled for removal or refresh by the NRC, the CDN shall retain the ability to remove or refresh the content (and to verify the task is complete) at ISPs worldwide; and - Ability to indefinitely maintain IPv6 compliance for the site and the search site.
