- FOR ALL INFORMATION PLEASE CONTACT: Ira Weiner, 443-395-7001 ira.weiner@us.army.mil The purpose of this market survey is to identify sources that can provide CONUS or OCONUS training in accordance with the requirements detailed in this announcement. The United States Army CECOM LCMC is conducting this sources sought market survey to determine price and availability from potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement to provide training for Iraq to install, operate and maintain their existing Fiber Optic Cable Network and Equipment. The network is comprised of SURPASS hit 7000, SURPASS hit 7030, and FMXII-R3.2. Responses to this Market Survey should include information supporting expertise and experience in training on this equipment. This effort is for one month of training for 15 technicians. TRAINING PROGRAM COURSES Theory Training only will need to address the following topics: Plesiochronous Digital Hierarchy (PDH) Technology Basic Knowledge: PDH Multiplexing ANSI/CEPT Bit Rates Frame Structuring Synchronous Digital Hierarchy (SDH) Technology Basic Knowledge: Synchronous Transport Module Level 1 (STM-1) Frame Structure Byte-by-Byte Multiplexing STM-1 Frame Synchronization SDH Codes and Interfaces Synchronous Digital Hierarchy (SDH) Technology: Basic Elements of STM-1 Mapping Pointer Overhead PCM30 Technology Basic Knowledge: Overview and Applications PCM Fundamentals SDH Monitoring, Maintenance and Controlling: Alarm Interactions Overview Bit Error Monitoring Error Reports Alarm Indication Signal (AIS) Theory and Practical Training will need to address the following topics: SDH Monitoring, Maintenance and Controlling: Hardware and Functionality Operating Terminal Operation and Maintenance Synchronization Performance Management MCF Configuration Advanced Maintenance Topics Administration FMXII Basic Knowledge: Operating System Shelf Design Access Integrator Basic Functions SISA Network Plug In Units Path and Service Management Software Testing Standards Network Management System (TNMS-M) Server: Installation, Programming, Operation TEC3000, TEC5400 DC Power Sources: Installation and Operation Additional advanced maintenance topics need to be provided for teaching on the following equipment: A. Siemens Surpass hit 7000 (SDH - STM-4) B. Siemens Surpass hit 7030 (SDH - STM-1) C. FMX II-R 3.2 (PDH - 4 E1) Practical Training only will need to address the following: SDH Monitoring, Maintenance and Controlling: Implementation Overview Hardware Commissioning Total training time of all of the above shall not exceed 1 month. All students shall be trained at the same time. Providers capable of furnishing this training must so indicate, via email to ira.weiner@us.army.mil. Please provide literature, brochures and links (URLs) to Web sites containing the relevant information if available. Please submit Pricing and Availability (P&A) with separate pricing of the items for each course topic listed above. Separate pricing is also required for all costs that a student might incur to include: the coverage of course fees including tuition and books, ground and air travel, visas and per diem. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request.
