- The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC), intends to award a sole source contract to BNL Consulting, LLC, 601 Blossom Drive, Rockville, MD 20850-2042 for the acquisition of services for the design and implementation of a mobile application. The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541513, Computer Facilities Management Services, Size Standard $25 Million. The period of performance for this procurement is 36 months with an estimated value of $285,000.00. The purpose of this procurement is to assist NCIPC's Office of Statistics and Programming (OSP) in the design and development of a fully functional, user-friendly Web-based Injury Statistics Query and Reporting System (WISQARS) Injury Mobile Application for Injury Data (subsequently referred to as Injury Mobile App) using annual National Vital Statistics System (NVSS) death data. The contractor will provide technical assistance to produce a fully functional Injury Mobile Apps for tablets and smartphones that allows users to interact with injury data presented in tables, graphs, charts and maps. Historically, WISQARS is an interactive web-based query system that provides national and state-based mortality and morbidity injury data to the general public in a timely manner. These WISQARS Injury Mobile Apps will compliment NCIPC's web-based injury statistics query system and will allow users (public health officials, NCIPC staff, injury prevention specialists/researchers, the media, and the public) to access and interact with injury data (tables, graphs, charts, maps) on tablets and smartphones. BNL is the only company capable of meeting all of the requirements of the contract because BNL has proprietary data as it relates to the design and implementation and the ability to add the NVSS, National Violent Death Reporting System (NVDRS), Mapping, Cost of Injury Reports, Part I, and Cost of Injury Reports, Part II modules. BNL is the only company who poses the knowledge of the existing WISQARS technical architectural framework. BNL Consulting, LLC has prior years knowledge, skills, and expertise required to successfully complete this 3 year WISQARS project. BNL has demonstrated the highly complex technical abilities necessary to meet the requirements of the acquisition while providing a major cost savings to the Government by utilizing previous WISQARS SAS platforms that they developed. Because of this reason, BNL is the only one capable of completing the deliverables of this project within the designated timelines and for the amount of funds available. There would be very long and tedious training to any other contractor to introduce (1) the extensive structure and design features of WISQARS and (2) the detailed NVSS injury death data to a new contractor with no working knowledge of WISQARS. BNL Consulting, LLC, has the knowledge, skills, and capabilities in the intricacies of WISQARS. They can complete each year's project within each 12 month period. As a result of this synopsis, no competitive solicitation will be posted on FedBizOpps. We will issue only one solicitation to BNL Consulting, LLC. However, all responsible sources that believe they can meet these requirements may submit their capabilities/qualifications statement to provide the services to Vallerie Redd via email ONLY at gfj3@cdc.gov with the solicitation number 2012-N-14310 referenced in the subject line NO LATER THAN May 4, 2012. A determination by the Government not to compete this proposed action will be based on responses to this notice and are solely within the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
