Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format prescribed in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is being issued as a Request for Quote (RFQ); solicitation number is H92244-12-T-0160. A firm fixed price contract is contemplated. All responsible sources may submit a quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-56 effective 02 April 2012. North American Industrial Classification Code (NAICS) 611699 with a standard business size of $7.0 million applies to this procurement. This procurement is unrestricted. The DPAS rating for this procurement is DO-S10. SECTION B CLIN LINE ITEM NUMBER (CLIN) 0001 Advanced Navigation and Seamanship Course of Instruction for 12 students (see Statement of Work), Qty: 1, Unit of Issue: Lump Sum; (The contractor shall provide a detailed breakdown of the course price) FFP Section C Statement of Work Course of Instruction: Contractor shall provide training in Advanced Navigation and Seamanship for students with a basic level of knowledge in navigation and seamanship. As a result of the training, students must achieve the required knowledge, skills and abilities needed to effectively develop and navigate a voyage plan, calculate tide and currents, accurately plot their position, calculate set and drift, and operate electronic navigational tools such as Radar and ECDIS. Maximum 12 students. Training objectives must include: (1) Navigation Training: Aids to navigation; Nautical charts and publications; Basic piloting; Chart Plotting; Dead Reckoning; Set and Drift; Time, Speed and Distance Calculations. • ARPA/RADAR training and simulators. There shall be one available for each student, up to maximum of 24. • Simulator training to include at least 24 small boat stations that can be networked for navigation runs, and a full mission bridge simulator for bridge resource management training. (2) Rules of the Road: Lights and day shapes; right of way; sound signals; boating laws and regulations; boating etiquette. (3) Basic Seamanship: Nautical terms; Proper use of VHF radio's (marine radio operator permit); man overboard procedures; boat handling; vessel construction. (4) Tides and Currents: The nature of tides and their causes; tidal predictions and calculations; currents and their predictions; effects of currents on piloting. (5) Weather: Forces that make weather; cloud types; highs and lows; storms and severe weather; how and where to obtain marine weather reports; weather proverbs. (6) Marlinspike: Rope/line construction and type; Marlinspike terms; coiling and sowing; Knots to include: bowline, anchor bend, clove hitch, figure eight, round turn with two half hitches, becket hitch, and cleating a line. (7) The vendor shall provide quizzes daily throughout the training to ensure course objectives are being met. (8) Marine Radio Operator Permits (9) 100-Ton Captain's License with towing endorsement Vendor/Facility Requirements: - Vendor shall provide the USCG rules of the road book, navigation study guide questions, rules flash cards, nautical text book, charts, chart plotting equipment, course manuals, and classroom materials to each student. - Facilities must be equipped with parking space for six (6) F800 vehicles with 40ft. boat trailers (estimated: 65 feet in total length). - Facilities must be equipped with a boat ramp within to launch and recover 40ft. boats weighing an estimated 16,000 pounds each. The launch site must have at least five feet of water during low tide. - Facility must be gated or enclosed with 24-hour security. - Facility must be equipped with piers for both mooring of the boats, and pier handling exercises for three 40 foot boats located on site. - Facility must be equipped with berthing for students on site with no more than two students to a room. - Facility must include a recreation center, on-site gym and indoor pool to be available for after-hours use. - The location of the vendors facility must facilitate both open water and tight channel navigation no more than 50-nautical miles form the open ocean (defined as waters outside of the COLREGS line of demarcation). - The course must be taught by a US Coast Guard approved academy. - The vendor must be qualified to certify students to acquire 100-ton licenses. Instructors must have no less than five years at sea and have obtained a 500 ton Master Mariner license. There must be at least one instructor available for after hours study sessions with the students on weekdays and weekends. The vendors COI must be in the Catalogue of Navy Training Courses System (CANTRAC) so that the training can be reflected in the individual's electronic training jacket as a US Navy Course. Period of Performance: 5/14/12 - 5/25/12 Place of Performance: 400 miles of Virginia Beach at contractor's facility. The Government will not sign any release forms, as Government liability is governed by the contract and applicable Federal law and regulation. LOCAL The vendor will be required to submit monthly reports detailing maintenance performed with each invoice. FAR 52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers, in descending order of importance: Technical ability to meet specifications, past performance and price. The contractor shall provide the training program details for evaluation, and supporting documentation that the instructors meet the requirements of this RFQ (resumes). Offerors shall provide name, title, and phone number of principal for no less than three prior or current contracts for similar services performed during the previous three years. To be technically acceptable, the submitting offeror must submit relevant and current past performance in ALL areas noted in this combined synopsis/solicitation. The Government will evaluate each offeror's experience on the basis of its depth and its relevance to the work that will be required under the prospective contract. The contractor shall provide the government with instructor qualifications. The contractor shall be required to submit a detailed outline of the training course of instruction that is to be provided. The contractor shall provide a detailed breakdown of the course price including applicable equipment costs, instructor rates and travel costs etc... (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
