Description
The National Institute of Standards & Technology (NIST) seeks information on commercial vendors that are capable of providing the NIST Center for Neutron Research (NCNR) with professional engineering services to provide and maintain an infrastructure to run the NCNR as a cost effective and safe research facility. The specific objective of this contemplated procurement is to allow the NCNR to have access to world class engineering services under one or more IDIQ contract(s). The exact nature of these services will be specified in subsequent Task Orders (see below for examples). The estimated maximum quantity of services the Government will acquire under the IDIQ contract(s) is $20M over a five-year period (consisting of a base year and four, one-year, option periods). NOTE: This is NOT a request for proposal, a promise to contract or a commitment of any kind. The Government will not assume liability for costs incurred by any vendor for presentations, travel, marketing efforts or data offered for examination, therefore, the cost of preparing information in response to this notice is not considered an allowable direct charge to the Government. After results of this market research are obtained and analyzed and specifications are developed for NIST's minimum requirements, NIST may conduct a competitive procurement and subsequently award a Purchase Order. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. The NCNR owns and operates a heavy water moderated nuclear test reactor. This reactor is licensed by the Nuclear Regulatory Commission (NRC) as the National Bureau of Standards Reactor (NBSR). The current license of the NBSR is valid until 2029. At this point in time there are no plans to decommission the reactor at that time, thus it must be assumed that the life of the reactor extends beyond 2029. The purpose of the NBSR is to provide neutrons for a state of the art neutron beam research facility in which scientists and engineers from all over the world perform research in Biology, Materials Science, Chemistry and Physics. Some of the research performed at the NCNR is fundamental in nature; other research is directly applicable to problems of immediate societal interest. Examples of recent NCNR research results can be found at the home page of the NCNR: www.ncnr.nist.gov. In order to keep the reactor running safely and reliably as well as to take full advantage of advances in neutron measurement science and methodology, at any given time a large variety of engineering projects are being undertaken simultaneously at the NCNR. Projects range from large scale reactor system upgrades to the design and planning for new and/or improved neutron beam research instrumentation. Examples of engineering projects that may be procured under the IDIQ(s) include, but are not limited to the following: 1 Design and drafting of improved procedures for regularly scheduled maintenance of the NBSR. 2 Improvements in designs of NBSR components. 3 Design and/or implementation of upgrades to key reactor systems and peripheral systems. 4 Conversion of legacy engineering information from hand drawings into digital formats. 5 Designs and/or implementations of upgrades to existing scientific instrumentation. 6 New design and/or building of Neutron Scattering Spectrometers and Neutron Guide Systems. 7 Development of plans for improvements in design tools and configuration management systems. The Government intends to order from a predefined schedule of engineering tasks, examples of which are below. Typical tasks include, but are not limited to, items included on the reference list below: 1. CONCEPT DEVELOPMENT AND REQUIREMENTS ANALYSIS Services required involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. 1.1. Requirements Analysis 1.2. Cost/cost-performance trade-off analysis 1.3. Feasibility analysis 1.4. Regulatory compliance support 1.5. Conceptual designs 1.6. Training 2. SYSTEM DESIGN, ENGINEERING AND INTEGRATION Services required involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/ mitigation, traceability, 2.1. Computer-aided design 2.2. Design studies and analysis 2.3. High level detailed specification preparation 2.4. Configuration management 2.5. Document control 2.6. Simulation 2.7. Modeling 2.8. Training 3. BUILDING OF A SYSTEM Services required involve the application of various techniques allowing the contractor (or a subcontractor) to integrate various components into a working system. 3.1. Fabrication 3.2. Manufacturing 3.3. Construction 3.4. Assembly 3.5. Installation 3.6. Procurement 3.7. Training 4. TEST AND EVALUATION Services required involve the application of various techniques demonstrating that a system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design 4.1. Testing of a system 4.2. Environmental testing 4.3. Independent verification and validation 4.4. Reverse engineering 4.5. Simulation and modeling (to test the feasibility of a concept) 4.6. System safety 4.7. Quality assurance 4.8. Training NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 541330, as those domestic sources having average annual gross receipts that do not exceed $4.5 Million for the past three years. Please include your company's size classification and socio-economic status in any response to this notice. Companies that can provide such services are requested to email a detailed response describing their abilities to todd.hill@nist.gov no later than the response date for this sources sought notice. The response should include a description of professional engineering disciplines available and, if available, examples of similar services provided in the last three years and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company(ies) that are experienced in providing the described services, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 2. Indication of whether the services for which specifications are sent to todd.hill@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 3. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
