- The Headquarters Air Mobility Command (HQ AMC) Specialized Contracting Branch will issue Request for Proposal (RFP) FA4452-12-R-0017 on or about 5 June 2012 to provide Flight Attendant Simulator Training (FAST) for the following aircraft: Gulfstream III, IV, V, and G-550 (designated by the Air Force as C-20B, C-20H, C-37A, and C-37B); Boeing 757 (designated by the Air Force as C-32); and Boeing 747-200 (designated by the Air Force as VC-25 and E-4). The contractor shall provide qualified personnel, equipment, tools, materials, supervision, and other items and services necessary to ensure USAF flight attendant personnel are provided with professional aircraft egress simulator training. The contractor shall provide an operational aircraft simulator for conducting mock drills for unplanned ground evacuation procedures, planned and unplanned crash landing and ditching procedures, and sea survival procedures. The contractor shall also provide hands-on fire fighting training and fire fighting drills which shall be conducted/simulated in a fire fighting simulator which resembles the enclosed environment of an aircraft, e.g., a modified fuselage, trailer, or tube. This simulator will have the ability to produce live fire and smoke. The training shall be conducted at the contractor's facility. Additionally, the USAF requires support for Rodeo exercises held bi-annually at Joint Base Lewis-McChord, Washington. This acquisition will be conducted utilizing the Low Priced Technically Acceptable (LPTA) procedure in accordance with Federal Acquisition Regulation (FAR) Subpart 15.101-2, with past performance as an evaluation factor. The anticipated award(s) could potentially incorporate training for any or all of the aircraft and/or the Rodeo support. The resultant contract(s) will be firm-fixed-price and will be of a requirements type. Solicitation FA4452-12-R-0017 will be conducted as a full and open competition. The North American Industry Classification System (NAICS) code to be used for this procurement is 611519 - "Other Technical and Trade Schools", with a $7M small business size standard. The period of performance is as follows: Base Period: 1 Jan 13 - 31 Dec 13 Option Period One: 1 Jan 14 - 31 Dec 14 Option Period Two: 1 Jan 15 - 31 Dec 15 Option Period Three: 1 Jan 16 - 31 Dec 16 Option Period Four: 1 Jan 17 - 31 Dec 17 The total performance period is 60 months.
