Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Description of Services. The contractor shall provide all services, materials, labor, and equipment to clean, repair, and paint one (1) F-100 aircraft and one (1) F-84 aircraft on static display at Volk Field Combat Readiness Training Center, Camp Douglas, Wisconsin, in accordance with this Statement of Work (SOW). Contract award is expected by 01 June 2012 and initial contract performance is to begin as soon as possible following award. Nest removal and bird-proofing must be completed as soon as possible after award, as work will not be permitted on aircraft that contain nesting birds. The contractor shall comply with all Base Bio-Environmental, OSHA, EPA and all other guidelines pertinent to the outdoor preparation and painting of all aircraft, to include collection and disposal of waste materials. AFI 32-7086 applies in performance of this contract. This notice is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only notice; a written solicitation will not be issued. A list of interested vendors will be compiled and a site visit has been scheduled for 08 May 2012. Questions pertaining to this solicitation must be received by 4:00 PM CST, 10 May 2012. Answers to any questions received will be posted no later than 4:00PM CST 14 May 2012. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. North American Industrial Classification Standard 488190, Size Standard, $7,000,000, applies to this procurement. The following clauses and provisions apply to this solicitation (available from http://farsite.hill.af.mil) 52.212-1 - INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (JUN 2008) 52.212-2 - EVALUATION - COMMERCIAL ITEMS (JAN 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers (listed in relative order of importance): 1. Technical capability of the item to meet the government's requirement as listed in the Statement of Work. 2. Price; (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
