Description
ASRS CLIN Structure ASRS PWS This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The Government anticipates awarding a sole source contract to Dematic Corporation for this effort, justification and approval is attached hereto. Offers from other than the sole source will be evaluated only for purposes of determining whether the sole source justification is valid. The contractor shall perform daily start-up routines, general maintenance repairs, and preventive maintenance on the automated storage and retrieval system (ASRS) to keep it in an operational state. The contractor shall provide 24/7 phone support and factory support as needed. All services are to be performed at the Defense Imagery Management Operations Center-Imagery Management (DIMOC-IM). a. Solicitation Number HQ002920180001 is being issued as a Request for Proposal (RFP) and incorporates the following with the word "quoter" substituted for "offeror". b. FAR Provision 52.212-1 (Instructions to Offerors - Commercial Items) (JUN 2008) applies to this acquisition. Para (k) requires current registration in CCR at http://www.ccr.gov. g. Addendum to FAR 52.212-1-instructions to offerors: Proposal Submission Instructions 1.0 Introduction. In order for proposals to receive full consideration for award, offerors shall ensure that the information furnished in support of the proposal is factual, accurate, and complete. Failure to provide the information requested in the RFP may render the offeror's proposal ineligible for further consideration for award. Partial submissions will result in an unacceptable determination, disqualifying the proposal for an award. In evaluating an offeror's submissions, the government will consider how well the offeror complied with these instructions and will view any variance adversely. The government evaluation team will not assume any information not provided. 1.1 Proprietary Information. A proposal in the possession or control of an agency may not be made available under the Freedom of Information Act (FOIA) (5 USC 552), except that any proposal (technical, management or price) that is set forth or incorporated by reference in a contract may be released under FOIA. Proprietary information shall be clearly marked. Offerors who include data that they do not want disclosed to the public for any purpose, or used by the government except for evaluation purposes, shall: 1.1.1 Mark the title page with the following: This proposal includes data that shall not be disclosed outside the government and shall not be duplicated, used or disclosed -in whole or in part - for any purpose other than to evaluate this proposal. If, however, a contract is awarded to this offeror as a result of - or in connection with - the submission of this data, the government shall have the right to duplicate, use or disclose the data to the extent provided in the resulting contract. This restriction does not limit the government's rights to use information contained in this data if it is obtained from another source without restriction. The data subject to this restriction are contained in sheets [insert numbers or other identification of sheets]. 1.1.2 Mark each sheet of data it wishes to restrict with the following: Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal. 1.2 Time for Submission. Offerors shall submit their responses to the RFP by the closing date indicated in the solicitation, and in the content, format, and number of copies specified. 1.3 Time for Acceptance. The RFP response will remain valid for a period of 90 days from the closing date specified in the solicitation. 1.4 Extra Copies of Unsuccessful Proposals. In accordance with FAR Subpart 4.8 (Government Contract Files), the government will retain one copy of all unsuccessful proposals. The government will destroy extra copies of such unsuccessful proposals. Material submitted by the offerors will not be returned. 1.5 If an offeror believes that the requirements in these instructions contain an error, an ambiguity, omission, or are otherwise unsound, the offeror shall immediately notify the contracting officer in writing with supporting rationale. 1.6 The solicitation will be available on the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov. Potential offerors are encouraged to subscribe for real-time email notifications when information has been posted to the website for this solicitation. 2.0 Proposal Format. All written material in the proposal shall be bound or otherwise packaged in a single volume of not more than 30 pages on 8 ½" x 11" white bond paper. Proposals shall be appropriately subdivided with tabs to separate and identify the various subparts and organized to facilitate evaluation. 2.1 Proposal Contents. Offerors shall confine their submissions to providing information in sufficient detail to define their proposal and to provide an adequate basis for evaluation. Proposals shall consist of two (2) separable parts: Part 1, Cost Proposal and Part 2, Technical Proposal. The documents in Part 1 do not impact the 30 page limitation. All offerors shall submit two (2) stand-alone sets (original and copy) of the Cost Proposal and three (3) stand-alone sets (1 original and 2 copies) of the Technical Proposal. Each set shall clearly indicate the offeror's name and address. 2.2 Part 1, Price Proposal. Contractor format is acceptable. 2.2.1 The offeror shall include the unit prices and amounts listed in the Schedule of Supplies/Services. The price proposal shall include a separate cost breakdown for the Schedule of Supplies/Services for hourly wages per skill, overhead, and profit rates. 2.2.2 Part 1 shall also contain completed FAR 52.212-3 (Offeror Representations and Certifications-Commercial Items) and DFARS 252.212-7000 (Offeror Representations and Certifications-Commercial Items). 2.2.3 The following CLINs are estimates that all offerors shall use: CLINS 0003, 0007, 0011 - Spare parts $30,000.00 CLINS 0004, 0008, 0012 - Overtime $2,000.00 CLINS 0005, 0009, 0013 - Travel $6,000.00 2.3 Part 2, Technical Proposal-Comprehension of the Performance Work Statement (PWS). Offerors shall assume that the government has no prior knowledge of their facilities and experience, and will base its evaluation on the information presented in the offeror's proposal. The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should demonstrate the offeror's understanding of the scope of required services. The proposal should not simply rephrase or restate the government's requirements, but rather shall provide convincing rationale that addresses how the offeror intends to meet these requirements. Statements that the offeror understands, can or will comply with the PWS (including referenced publications, technical data, etc.); statements paraphrasing the PWS or parts thereof (including applicable publications, technical data, etc.); and phrases such as "standard procedures will be employed" or "well known techniques will be used," etc., will be considered unacceptable. 2.3.1 The technical portion of the proposal shall consist of narrative and supporting data that address all requirements contained in the PWS. The offeror shall address as specifically as possible the actual methodology used to accomplish the PWS tasks. The government evaluation team shall evaluate, on an acceptable/unacceptable basis, whether the proposal meets the minimum requirements for ASRS maintenance services. 2.3.2 Personnel Qualifications. Submit the names, job titles, and resumes detailing the experience and accomplishments of the company's personnel proposed for this requirement. Resumes shall include work history, and related work experience commensurate with the personnel qualifications required at paragraph 7.0 of the PWS. Proposed employee information for ASRS maintenance personnel shall include a demonstrated and successful history of performance of at least 6 months in areas reflecting or closely related to maintenance of complex systems such as an ASRS. 2.3.3 Corporate Experience. Submit your company's background in a written narrative form describing the company's history, to include the relevance to the work and the recency of such experience to the work that will be required under the prospective contract. This narrative shall cover corporate experience over the past 5 years of providing ASRS maintenance services or substantially similar services. The minimum acceptable/unacceptable standard is that offerors have 3 years of relevant experience providing ASRS maintenance services or substantially similar services over the past 5 years. It is recommended that the narrative not exceed 2 to 4 printed pages. 2.4 Part 3, Past Performance. Past performance is an indicator of an offeror's ability to perform the contract successfully. The government evaluation team shall evaluate, on an acceptable/unacceptable basis, if the offeror has acceptable past performance. Past performance evaluation will be based on the offeror's recency and relevant performance, source of information, context of the data, and general trends in contractor's performance. 2.4.1 The offeror shall provide a list of government and commercial contracts completed in the last 5 years of similar size and complexity as the proposed solicitation. The list shall include the activity name, address, point of contact, phone number, and email address. Include a narrative describing the similarities between that work and the work required by this solicitation for each reference. 2.4.2 The government will contact the three current and/or previous clients provided by the offeror. The government may also seek present and past performance information through use of data independently obtained from other government and commercial sources. All contacts will asked to briefly state the nature of their involvement with the offeror and will then be asked a series of questions in the following areas: 1) Do you receive the level of technical support and competence you expect? 2) Does the company meet the terms and conditions of its contract? 3) Does management keep you well informed? 4) Is the company committed to customer satisfaction? 5) Is the company able to provide qualified replacement personnel? 6) Would you continue doing business with this company? 7) Do you have any additional comments? 2.5 The entire proposal shall be prepared as described in these instructions to offerors. No other material should be submitted or will be evaluated. The offeror is responsible for including all products and information requested in the PWS in sufficient detail to permit a complete and accurate evaluation of the technical proposal. h. FAR Provision 52.212-2 (Evaluation - Commercial Items) (JAN 1999) with the following insertion in Para (a): (i) Technical capability of the item offered to meet the Government requirement. Technical will be evaluated IAW the criteria cited in the Addendum to FAR 52.212-1, Instructions to Offerors. (ii) The offeror's past performance. Past performance will be evaluated IAW the criteria cited in the Addendum to FAR 52.212-1, Instructions to Offerors. (iii) Price. Award will be made to the low offeror who is technically acceptable and who has an acceptable past performance evaluation. i. FAR Provision 52.217-8 (Option to Extend Services)(NOV 1999) with the following insertion: The Contracting Officer may exercise the option by written notice to the Contractor within 60 days of the contract expiration date. j. FAR Provision 52.217-9 (Option to Extend the Term of the Contract) (Mar 2000) with the following insertion in Para (c): (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 3 Years. k. FAR Provision 52.222-42 (Statement of Equivalent Rates for Federal Hires)(MAY 1989) In compliance with the Service Contract Act of 1965, as amended, and the regulations of the Secretary of Labor (29 CFR Part 4), this clause identifies the classes of service employees expected to be employed under the contract and states the wages and fringe benefits payable to each if they were employed by the contracting agency subject to the provisions of 5 U.S.C. 5341 or 5332.
