Set Aside: Turkish Vendors Only NAICS Code: 238210 Electrical Contractors and Other Wiring Installation Contracting Office Address: Department of the Air Force, United States Air Force Europe, 39th Contracting SQ- Unit 7090 Box 127, Incirlik AB, Turkey, 09824-0127 This notice is for all prospective offerors within the Republic of Turkey interested in submitting proposals for the upcoming solicitation to Replace Golf Loop Edge Lights & Cabling (Project No. LJYC 11-1082). Effort involves contractor to provide all labor, equipment, materials, tools, parts, and transportation to and from job site in accordance with (IAW) attached Specifications and Drawings. The US Government intends on awarding a firm-fixed price type contract. Magnitude of this solicitation is between $250,000.00 and $500,000.00 Anticipated issue date for the solicitation is within 15 days after issuance of this notice and can be accessed at the Federal Business Opportunities (FBO) website at www.fbo.gov. Potential offerors are responsible for monitoring the website for the release of the solicitation package and updated information. This notice does not obligate the US Government to award a contract, it does not restrict the US Government in its acquisition approach, nor does it obligate the US Government to pay for any proposal preparation costs. Some specifications are provided as draft for better understanding of the effort. ATTENTION POTENTIAL OFFERORS: IMPORTANT INFORMATION CONCERNING ELIGIBILITY FOR AWARD OF THIS SOLICITATION. DUE TO ESTABLISHED ECONOMIC AGREEMENTS BETWEEN THE UNITED STATES GOVERNMENT AND THE GOVERNMENT OF TURKEY, THE UNITED STATES GOVERNMENT INTENDS TO AWARD THIS SOLICITATION TO A BUSINESS CONCERN WITHIN THE COUNTRY OF TURKEY. THEREFORE, PROPOSALS FROM BUSINESS CONCERNS OUTSIDE OF TURKEY WILL NOT BE CONSIDERED. Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The US Government reserves the right to cancel this solicitation, either before or on 30 Sept 12, with no obligation to the offeror by the US Government. The work includes replacement of existing elevated type taxiway edge light with new LED type flush mounted edge lights. The work includes but not limited to the following primary items; 1- Removess existing taxiway edge lighting system c/w elevated lighting fixture, associated wiring, conduits and handholes. 2- Install new L-868 Class 1 Deep light bases c/w concrete foundations. 3- Install new flush mounted L-852T LED type blue omnidirectional taxiway edge light fixtures. 4- Install new handholes c/w nonmetallic heavy duty handhole covers and cover locks. 5- Install new 2" concrete encased PVC duct line between new light bases and new handholes. 6- Install new L-824 5kV 6mm2 Shielded primary airfield lighting cables c/w primary connector kits. 7- Install new secondary airfield lighting cables c/w L-823 secondary connector kits. 8- Install new L-831 (50 Hz) 6.6/6.6 A 30/45w series isolation transformers in each new light bases. 9- Install new grounding rods (3.30 m solid copper) and 16 mm2 bare copper conductors for new taxiway lighting system grounding. 10- Install new 50 mm2 bare copper counterpoise conductor and grounding rods (3.30 m solid copper) for lightning protection system. 11- Repair asphalt shoulders after new lighting fixture installation completion and removal of existing elevated lighting fixtures. 12- Contractor will saw-cut concrete pavement and repair to the original condition with joint seal between new and existing concrete with no cost to the government where they cannot pass with horizontal boring 13- Contractor shall restore site to its original condition IAW given details with the drawings. 14- Restripe the existing markings where the excavation line intersects. 15- Clean up existing taxiway light handholes and manholes. 16- Provide grounding test and report for each grounding point. 17- Test new airfield cable IAW NETA ATS and UFC 3-535-01. 18- Provide and submit Geospatial data for Hotel loop taxiway edge lights, manholes/handholes coordinate and primary cable route between H2 vault and Golf loop. Contractor shall coordinate with Geobase manager to obtain correct geospatial data format.
